En este caso se trata nada menos que de La Riviera, mítico auditorio destinado a unos pocos ¨elegidos¨, bandas consagradas capaces de convocar audiencias masivas".

El próximo Sábado 28 de Enero tendrá lugar la primera de estas PROMO NIGHTS, noches destinadas a promocionar a las bandas participantes y en las que se entregará a cada uno de los asistentes al concierto un CD recopilatorio con un tema de cada una de las bandas de la noche. Por lo tanto, el precio de transferencia no siempre sigue las reglas de una economía de mercado es decir no siempre se regula mediante la oferta y la demanda.

El sistema trasladado a nivel fiscal implica lo siguiente En la administración tributaria, los Precios de Transferencia son usados para determinar las utilidades gravables de grupos empresariales que, por su carácter internacional (transnacional, importador, exportador) tienen divisiones en otros países, puesto que, si todos los gastos del grupo se producen en un país que cobra impuestos y la venta se produce en otro que no los cobra o que tiene menor tasa impositiva, la mayor parte de la ganancia no estará pagando impuestos o pagará una menor cantidad. El egoismo y la falta de escrúpulos de estas escuelas de negocios crean monstruos y gente predispuesta a actuar de una manera psicópata eludiendo el conocimiento sobre el sufrimiento humano que provocan a escala global. Hacktivists with the collective Anonymous are waging an attack on the website for the White House after successfully breaking the sites for the Department of Justice, Universal Music Group, RIAA and Motion Picture Association of America.

In response to today’s federal raid on the file sharing service Megaupload, hackers with the online collective Anonymous have broken the websites for the Department of Justice, Universal Music Group, RIAA and Motion Picture Association of America.

“It was in retaliation for Megaupload, as was the concurrent attack on Justice.org,” Anonymous operative Barrett Brown tells RT on Thursday afternoon.

Only hours before the DoJ and Universal sites went down, news broke that Megaupload, a massive file sharing site with a reported 50 million daily users, was taken down by federal agents. Four people linked to Megaupload were arrested in New Zealand and an international crackdown led agents to serving at least 20 search warrants across the globe.

Less than an hour after the DoJ and Universal sites came down, the website for the RIAA, or Recording Industry Association of America, went offline as well.

Minutes later, MPAA.org also returned an error as Anonymous hacktivists managed to bring the website for the Motion Picture Association of America. The group, headed by former senator Chris Dodd, is an adamant supporter of both PIPA and SOPA legislation.

Universal Music Group, or UMG, is the largest record company in the United States and under its umbrella are the labels Interscope-Geffen-A&M, the Island Def Jam Motown Music Group and Mercury Records.

Brown adds that “more is coming” and Anonymous-aligned hacktivists are pursuing a joint effort with others to “damage campaign raising abilities of remaining Democrats who support SOPA.”

Although many members of Congress have just this week changed their stance on the controversial Stop Online Piracy Act, or SOPA, the raid on Megaupload Thursday proved that the feds don’t need SOPA or its sister legislation, PIPA, in order to pose a blow to the Web.

Brown adds that operatives involved in the project will use an “experimental campaign” and search engine optimization techniques “whereby to forever saddle some of these congressmen with their record on this issue.”

THE STRANGE CONSPIRACY OF MARS

January 7 [from Etemenanki update]: On January 6, NASA released the first color picture of Mars received from the Spirit rover. And it's all still... red - including the sky. While Mars is the 'Red' Planet, it's not necessarily 'normal' for the Martian sky to be so red on Mars. Richard Hoagland, for instance, has in the past discussed this issue of Mars' artificial redness as seen in NASA pictures.

Shown below is the first color picture from Spirit. The one on the left is the official NASA version, and the one on the right is an adjusted, or re-adjusted, version of the same picture in which there is reduced redness. Which appears more natural or real to you? (Click on the pictures to see larger versions.)

Of course, it could be that the Martian landscape is really as red as the NASA version shows. But given that it's scientifically acceptable for the Martian sky to be more or less blue, combined with the fact that we have quite compelling photographic evidence like one shown below from the Viking missions exposing the excessive redness of the original pictures released by NASA (the adjusted version on the right shows the colors of the American flag accurately), it is not so farfetched to suppose that NASA has been deceiving all of us about the real appearance of Mars all these years. [The 'correct' image below was produced by Barry Arneson (?) in 2001.]

January 7-8: Canadian Press/Yahoo! News has posted an earth-like color version of the Mars picture from the NASA Spirit rover that is identical to the one used in my Jan. 7 post which was quickly produced with Photoshop.

January 8-9: NASA sends mixed signals [source]. Here are two versions of the same Martian picture from Spirit posted on two different NASA webpages:

By creating this kind of confusion, it becomes easier to gradually phase out the probably misleading, red Mars appearance familiar to us and bring in the more earth-like, 'real' pictures of Mars... But that's still just a theory.

January 9: Here is more (apparent) evidence of color 'manipulation' being done - deliberately or accidentally - by NASA. The illustration below I just produced should make the discrepancies rather plain. Very strange. (Pictures used in the illustration are from here and here.)

Update: The color change of the 'sundial' is not necessarily a sign of a 'conspiracy', but it does suggest, well actually it's a given, that the photo was not quite correctly calibrated. As Keith Laney states:

So far the only image showing the calibration target in the same view as the surface and sky showed conclusively that the image was not calibrated properly. The blue is hot pink, the green is virtually nonexistent and the red is brown. This explains the ruddy caste to the ground and sky in this otherwise beautiful image.

What does this mean? Who knows... If you're puzzled, you're certainly not alone.

January 10-11: A light-blue sky of Mars shown during a NASA news conference (Jan. 10). I guess if the NASA guys don't make a big deal of the shifting colors of Mars, the media won't find it strange either. If this keeps up, Earth-like Mars images will become 'normal' rather quickly.

January 12: NASA released a 360-degree panoramic picture of the Martian surface. Well, it's still very red and the sundial area has been rather conveniently cut out from this photo.

January 13: On January 11, Keith Laney (a photo-processing expert) posted his carefully processed Spirit picture from Mars which he believes shows the true colors of Mars. In an online forum he gave us the following information:

looking into this, we can see that actually the Pancam isn't true color, but it is close, a lot closer than Ody [Odyssey?]. Not that the representations we're seeing are correct.

"What!?!? not true color! exactly what do you mean mr. Laney?"

well, it is in sorts, but it isn't "true" because color response is actually varied depending on observer and other factors such as lighting and atmosphere. We all know that "true" RGB wavelengths are something that cannot be nailed down to a definite value, the response is more a curve. average response for RGB is a given however, and these values are..

Blue 440nm+/-

Now we get to the Pancam, which is a remarkable piece of imaging technology, and very complex. It has two "eyes", left and right. they both see differently. Here are the filter positions.

Using this chart for reference we see that the left eye is of main use for color imaging, with values covering acceptable rgb values. This means that in order for meaningful evaluation of the color or infrared combinations produced from these images to we will have to have them displayed so that we can obtain all the bands, and in more than compressed jpeg. which doesn't seem to be the case

until then, we have to "trust 'em". which is not imaging or science.

[...] a vitally important point of [this is] that it is ENTIRELY possible for us to get unquestionably true color images out of this thing. I'm looking for more full left side imagery right now, and it will be very soon that I'm fixing to show you what Spirit says is the no crap about it true colors of this area. I just happen to have the answer for this shell game played with spectral bands.

This is very different from NASA's version, that's for sure... Very Earth-like. Is this the real Mars?

January 14: The New York Times has a little piece (titled 'Sure, It May Look Like Mars') discussing the growing 'conspiracy theory' concerning the poor-quality/manipulated images of Mars... Typical commentary from the mainstream press. (Thought not directly related, it may be instructive to read 'Paranoid Shift', an article about propaganda and 'conspiracy theories' these days...)

January 16: Keith Laney has posted additional information on how to 'correct' the NASA/Spirit pictures (see here). He comments:

...the huge, hastily constructed pans with the ruddy color, stitch lines, and beige sky do not do justice to the actual beauty of the Martian surface. I offer an alternative view, one done with a fair degree of accuracy using common and measurable techniques. One which shows Mars may be more than we ever imagined. Two Worlds, One Sun.

January 19: Over at the ATSNN website there is a very detailed page explaining that the Spirit picture anomalies are actually not really a result of NASA manipulating the colors of Mars. It is probably too technical for most people (including me), but the explanation put forward there at least appears to make a good point. We are of course left wanting to see a counter-argument from the other side... and we do have this quick response from Keith Laney {slightly edited for smoother reading):

I see some instant errors in that [explanation], though he does go at length to describe the process pretty well. A lot of the stuff he references I've also referenced to do the images. L4, 5, and L6 are definitely NOT RGB, but do make the tabs on the cal dial correct. If it is true what he's saying here then the red shift into the blue in "true" color would cause actual real color images to have a violet blue tab with the other color tabs basically correct.. which is what I've got on mine. We'll study this more. You could not get correct color with 2,5, and 6 either..
somewhat, but off.

What is more important is centering the bandwidths with the images given, which he doesn't seem to cover.

I really don't see how he comes to an innocent conclusion for the reasons why the Pan releases are so red either, it's just not right.

And so... that's where we are on this matter at this time. More updates coming as/if this development further.

January 21: With the title 'More Proof Mars Has Blue Skies', this picture from Viking 2 Lander (1979) was posted on Rense.com (validity unclear):

January 22: A striking picture shown below was just released by NASA. The caption states it "shows the rover's landing site, the Columbia Memorial Station, at Gusev Crater, Mars. This spectacular view may encapsulate Spirit's entire journey, from lander to its possible final destination toward the east hills."

This image is remarkable in that it finally shows, clearly and fully, both the Martian landscape/sky and the landing vehicle. This combination would represent less room for hiding potential color imprecision/anomalies/manipulation. And NASA/JPL appears to be well aware of this situation, as the caption put under the picture includes this note: "Data from the panoramic camera's green, blue and infrared filters were combined to create this approximate true color image." Hmm... An 'approximate true color image'. That's an interesting phrase.

More intriguing is this BBC news article about the same Spirit picture. As far as I'm aware, it is the first mainstream hard news article to directly address the puzzling color issue of Spirit/Mars. Here are some excerpts from the article:

"Colours in the image have been adjusted but scientists have not yet determined the "true" colour of the Martian rocks."
"Nasa scientists have used the colour calibration target, also known as the sundial, to adjust the image so that its hue is a close approximation of the colour of the Martian surface."
"However, mission scientists will have to perform further calculations before they can produce an image that shows Mars' 'true' colour."
"...the image shows signs of the correction process to get the colour of the Martian surface as close as possible to its true colour. The normally blue starscape - or "meatball" - that forms the Nasa logo has turned a muddy red. And blue insulating foam surrounding cables on the lander has turned bright pink."

Is it just me or is there an aura of 'non-denial denial' and/or 'non-admission admission' emerging with this development? They seem to want to leave the impression that the colors of the Mars pictures are more or less accurate. And yet they also now carefully point out that we don't yet have the 'true color of Mars'.

Personally, I'm still seriously considering my original model... i.e. that there is a gradual politically-motivated 'disclosure' (or trickery) taking place, designed at least in part to get the public more interested in space exploration, so that space exploitation and miniaturization can be implemented just as called for by the hidden neo-conservative/PNAC agenda driving the Bush administration. There could be various other issues involved as well, of course.

Update: Today it is being reported that a 'serious anomaly' has made the Spirit rover 'go quiet'. Or in other words, it may be gone for good. If that's the case, then the 'disclosure' model would no longer apply for now (don't forget Opportunity that is about to land on Mars). Let's see... Spirit lands flawlessly on Mars at the beginning of January; Pres. Bush triumphantly announces his plan to get man back on the Moon and then to Mars; Spirit finds a lot of anomalous rocks and people are closely monitoring the 'shifting colors' of Mars; polls show Americans do not welcome Bush's space initiative; Bush doesn't even mention space exploration in his State of the Union speech on Jan. 20; and then Spirit goes down... Let's wait and see where this story goes next.

January 23: We have another news article (Australia's Herald Sun) that touches on the Mars color issue. It concludes with the following sentences:

NASA has also revealed it colour-balanced panoramic photographs sent from the lander to approximate what a person might see on the Martian surface.

This has raised questions about whether the landscape is really red.

It appears the issue is becoming more mainstream now. Could this be part of the reason why Spirit 'went silent'? Here is an excerpt from a message sent to a 'Cydonia' email discussion forum that gives us further evidence that there was increasing pressure on NASA to produce the real color of Mars:

Several of yesterday's postings complained about the press being timid about their questions. Well, I saw part of the C-Span coverage of the briefing (Jan 21). Many of the reporters asked "tough" questions in regards to the "true color" issue, including Chandler (spelling?) from New Scientist. One reporter asked something like "Why is it called the red planet if [parts of] it is blue?" There were perhaps 2-6 minutes of give and take between several reporters and a JPL team member about the issue of "true color". Basically, JPL/NASA said that they were in a hurry to get "something" out to the folks, and that real true color processing will probably take about 2 weeks or so.

And now Spirit is suddenly silent... But it's not yet completely dead, and Opportunity is arriving there soon, so the game is not over yet.

January 29: Well, Spirit seems to be recovering at this time, and Opportunity has successfully landed on Mars, already giving us more pictures of the not-so Red Planet. Here is one, processed by Keith Laney, showing Mars in its likely true colors.

Today another mainstream news article appeared in the UK that directly addressed the Mars color issue. Slowly, but this subject appears to be gaining some momentum.

Nasa accused of painting Mars red

The American space agency Nasa has been accused of doctoring its pictures of Mars to make the Martian surface conform to our impression of the famously red planet.

Nasa has been accused of digitally "tweaking" drab brown scenery to make it redder. It has even been suggested that Nasa removed green patches to hide evidence of life.

The theories gained credence after Nasa told New Scientist that "getting the colours right is a surprisingly difficult and subjective job", the magazine reports today.

Most of the pictures have been taken through green, blue and infra-red filters - instead of green, blue and standard red filters, which would have produced more accurate colours.

Dr Jim Bell, who worked with Nasa on the Mars rovers' cameras, said infrared filters were used because they helped geologists to distinguish rock types.

In reality, Mars appears red largely because of the dust in its atmosphere.

This article is a little strange in that it fails to mention the source of the accusation. Well, I guess they didn't want to say 'those crazy websites on the net could be right after all...' :) And the last sentence is curious in that while seemingly leaving the impression that Mars is red in reality, that's not quite what it's saying. It's actually stating that when there is a lot of dust in the Martian atmosphere, we'd see more red on the surface and in the sky. And the amount of atmospheric dust depends on the Martian weather. In other words, the sentence could easily be interpreted to mean 'Mars is normally not that red'.

February 1: Here is an interesting one from Hoagland/Enterprise Mission. Pretty much self-explanatory... Could be evidence of color manipulation? We'll see.

UPDATE: The 'NASA color' image above (left) was actually in grayscale/B&W originally. The color was manually added later by Don Davis who writes:

A prominent web site [i.e. Enterprise Mission] known for unconventional expressions has appropriated this image and used it with a caption suggesting it is a NASA image. It is not, it is my mosaic of several THEMIS and MGS images I fitted together in between my paying jobs.

Further info from elsewhere ('The Bad Astronomer'):

...I talked at length with artist Don Davis, who made it clear what is going on. [...] Don does not work for NASA. The original data come from NASA, but the color processing was not done by NASA. [...] He... colorized the image by hand, using the multicolor imagery as a guide. He has decades of experience in color and art, and feels that the color is as "reasonably close" to reality as he can get it. Even though it is colorized, he tried very hard to keep the tonal distribution correct.

As for the green color shown in the Mars Express image, the same states:

...we know from spectral analysis that the rock is basalt. We also know that basaltic rock is not green! Clearly, the images are not properly calibrated for color and tone balance. Don went as far to say "I would bet money that the dark areas are not green." Basically, when taking three images using different filters and combining them, you have to be very careful about color balance. [...] I have sent email to several scientists about the Mars Express image, and I hope to get a clear response about the color calibration.

So it appears that this particular claim [or at least inference] of Hoagland/TEM may not be valid. Still, the green color in the Mars Express image is really there in the original photo, and it would be very interesting to see if this too may a product of the annoyingly delicate calibration process. Already, however, we have this quote from Michael McKay, Flight Operations Director of European Space Agency, regarding the apparent greenness of Spirit's landing site:

...certainly like the green in the Gusev crater picture or by looking at the development of darker spots toward the South Pole which are tied to seasonal variations, it certainly gives rise to the speculation that there could be algae.

So from this we could perhaps infer that Mars Express is not suffering from the color 'instability' phenomenon plaguing the American counterparts. At least the director of ESA doesn't seem worried about the color being incorrect.

February 2: Asked by Linda Moulton Howe in an interview, Jean-Loup Bertaux, Ph.D. (Director of Research, Service d'Aeronomie du CNRS, Verrieres-le-Buisson, France) stated the following concerning the true color of the Martian sky:

...I think it is a very important question. And in fact it is not a triviality. I think it should be asked to NASA: is this the true color (of the sky)? I think it is very important. The sky color might change with the quantity of dust particles in the air. Sometimes they may be red or less red, depending upon mainly the size of the dust particles. There might be a lot of very fine dust grains that might have a slightly different color from the big grains, I would say. So, the question is not trivial. It is important and it is interesting that the public is asking such a question.

As I said before, this issue is gaining momentum...

February 5: We find two more articles, both published on Jan. 28, dealing with the Mars color issue. Here is one from Ananova, titled 'NASA denies "sexing up" Mars images':

US space scientists have defended themselves against allegations that they tampered with images of Mars. The claim is that Nasa experts "tweaked" pictures sent back by the two Mars rovers to make it redder. [...]

Nasa said this was due to the photos being taken through green, blue and infrared - rather than red - filters. When infrared images were printed as red, the results were fairly accurate but with some glaring exceptions. Blue and green, found on the spacecraft but nowhere on the Martian surface, looked especially odd. Blue came out as deep burgundy or pink, while green ended up as a kind of mustard. Nasa said it used infrared filters because they provided better information for geologists, helping to distinguish different rock types.

In reality the redness of the Martian surface depended greatly on its sky. [...] The quality of the Martian red light varied with the level of dust as well as the time of day.

And then we have webpages created by NASA/JPL, titled 'Revealing Mars' True Colors'. This doesn't reveal anything new either and its content can be condensed into the following:

“Getting the colors right is not an exact science,” says Bell. “Giving an approximate view of what we’d see if we were there involves an artistic, visionary element as well – after all, no one’s ever been there before.” However, great pains are taken to be as accurate as possible, short of going there ourselves. [...] So far, however, the images produced are only approximate martian colors.

February 11: Even the New York Times has now published an article about the color issue. Here are the concluding sentences from it:

...there was no reason for the Spirit to see pink on Mars. When producing the panorama, the camera also used the red filter.

"We just made a mistake," said Dr. James F. Bell III, the lead scientist for the camera. "It's really just a mess-up."

Ah ha! Turns out it was all just an honest 'mistake'. Yes, I'm sure... (Please.) This is getting pretty funny.

So we are now getting more and more clues and admissions suggesting that Mars really is not that red as NASA photos suggest. The fact that the mainstream press is covering this issue tells me that there is actually a subtle push from behind the scenes to disclose the real Mars to the general public. What separates my position from most others discussing this issue of Mars' color is that I view the Mars controversy as a carefully managed operation designed to gradually reveal what has been kept secret until now - to encourage us to go out into space... to Mars, because a certain 'timetable' demands this at this very point in history. (We won't going into that on this page.) And we should be careful with this as it's likely a 'gift' containing a deadly 'virus' like the Trojan Horse or Pandora's Box...

March 2: Well, no updates in the last few weeks because not much new is developing in terms of the Mars color issue. Indeed, how can there be a further development when NASA has just stopped releasing any meaningful color images of the Red Planet?! Sure there have been some here and there, but very limited. NASA/JPL spews out a lot of excuses to revert to stupid B&W photos... ostensibly for geologists who apparently don't care for colors. (Well, they should be reminded that they are using our money to do all their stuff at NASA and we, this being the 21st century and all, deserve to see some decent color pictures for a change. It's absurd. Multi-million dollar missions to Mars and they can't even take good color pictures? Come on now...)

If I sound a little testy here, it's partly because I've found those astronomer/geologists involved to be quite arrogant. I listened to Linda Howe's interview with Steve Squyers, principal investigator on the Mars Rover Missions, during which, when the subject of organic life on Mars was brought up, he became agitated and downright rude to Howe - as if she asked a forbidden question. The reaction was appalling, certainly not something you'd expect from real scientists. (You can read the transcript of the interview here, near the bottom.) The thing is, they know what they want to discover - or what they think they will see on Mars - and their big egos (or brainwashed minds) won't leave room for anything else. It's quite comparable to how the Bush administration went after the Iraqi WMDs, really.

At any rate, we are still seeing the continuation of the apparent 'gradual disclosure' of the true, earth-like, colors/nature of Mars in the mainstream press. The latest is the recent news articles with titles like 'Rover captures dusty sunset in blue Martian sky' (CNN.com) that discuss an Opportunity picture taken on Feb. 26, showing the Martian sunset and a blue sky.

So whether the NASA people/culture (cult?) like it or not, I still see some hidden 'political' force pushing this and related issues, apparently in order to make Mars more inviting to us. While there are many agendas involved here, at the very basic level the Red Planet is getting ready to become the next New World... just as the American New World is now very much in its sunset...

Meanwhile, NASA is expected to announce their discovery of evidence of past water on Mars later today in a press conference. I guess that can be considered big news, but... didn't we already know this more or less? Not surprising at all in any case... especially after what we've seen so far.

The next step would be something like the 'discovery' of present water on Mars. Things are moving quickly these days - especially this year - so we probably won't have to wait that long for the 'next revelation'.

Around mid-November, authorities in Namibia were alerted to the discovery of a hollow sphere that had apparently crashed to Earth from space.

Eyewitnesses reported hearing a series of explosions a few days before the extraterrestrial find. The "space ball" was consequently recovered near a village in the north of the African nation, 480 miles from the capital Windhoek.

The mystery sphere has a diameter of 35 centimeters (14 inches), a rough surface and appears to consist of "two halves welded together," police forensics director Paul Ludik told the AFP news agency.

Ludik also described the object as being made of a "metal alloy known to man," weighing in at six kilograms (13 pounds). "It is not an explosive device, but rather hollow, but we had to investigate all this first," he added.

Baffled, the Namibian police have appealed to NASA and the European Space Agency for an explanation.

So what could it be? Assuming it does originate from space, is it a component from a top secret space weapon? Space hopper? Or could the explanation be a little more... alien?

Sadly, we won't be seeing the Men In Black flying to Windhoek any time soon. This hollow sphere will immediately strike a chord with any space expert.

Exhibit A looks like a dusty "Composite Overwrapped Pressure Vessel" (or COPV for short) and although it did drop from orbit, it's simply an exotic-looking chunk of space junk.

ANALYSIS: Space Junk Problem Reaches 'Tipping Point'

COPVs have a variety of space applications, but they all provide the same function -- they store gases under pressure in a space environment.

What's more, to maintain the high pressure within the COPV, they are made of very tough material, often wrapped in carbon fiber or Kevlar. This is why COPVs can remain intact on reentry.

Similar spheres have been discovered in other locations around the planet. In 2008, for example, I reported on the discovery of a COPV in Brazilian farmland. That object too ignited awe and mystery. Right around the same time, a farmer from Australia went public on his 2007 find -- another bashed-up COPV in the Aussie Outback.

ANALYSIS: Solar Activity Spells Doom for NASA Satellite

Earlier this year, the severe Texas drought revealed space debris at the bottom of a lake -- a fuel tank from Space Shuttle Columbia. The shuttle broke up on reentry in 2003, killing all seven astronauts on board. Debris from the disaster rained down on the state, including the shuttle's COPVs.

So what of the Namibian find? It seems likely that this well-preserved COPV could have originated from any space mission that requires the use of COPVs, so we'll have to wait and see what NASA or the ESA says about which spacecraft it came from.

Intercepción de las comunicaciones por cable
Las transmisiones por cable (voz, fax, correo electrónico, datos) solo se pueden interceptar si se tiene un acceso físico al cable. La intercepción se suele realizar en uno de los extremos del cable y dentro del territorio del estado que ordena la intercepción o en territorio de nadie, como por ejemplo en mitad del Atlántico. Los cables de telégrafo y coaxiales que unen Europa con Norteamérica tienen estaciones intermedias de amplificación de la señal. Desde estos puntos es posible realizar la intercepción ya que se pueden considerar como extremos del cable... el caso es no romper el cable y acceder hasta él desde cualquier tipo de conexión que tenga.

Como se ha dicho antes, también se podrían interceptar las señales desde los extremos. Es decir, desde Terranova (Canadá) y Estados Unidos por un lado y, por el otro... tendríamos también a Gran Bretaña (vamos, que pintan bastos). Curiosamente los nuevos cables de fibra óptica que unen Nueva Zelanda con Australia se han extendido sin estaciones intermedias de mantenimiento o amplificación de señal.

También se podría interceptar un cable desde un punto intermedio, sin necesidad de manipular el mismo, usando corrientes inductivas (corrientes electromagnéticas generadas por una bobina que rodea el cable). Este sistema lo aplican submarinos pero no es factible generalizar su uso debido al alto costo del método. Se usa puntualmente.

Los cables de fibra óptica de la anterior generación se pueden interceptar por medio de corrientes inductivas aplicadas a los amplificadores intermedios. Se transforma la señal óptica en eléctrica, se amplifica y se reconvierte en señal óptica de nuevo. Sin embargo, debido a la gran cantidad de datos que manejan este tipo de cables, la dificultad se presenta a la hora de transportar esos datos desde el punto de "pinchamiento" del cable hasta el punto de procesamiento y análisis de la información.

La utilización de submarinos provistos del equipo adecuado resultaría carísimo y se llevaría a cabo solo en situaciones de guerra. Los cables ópticos de última generación utilizan un láser de erbio para amplificar la señal, lo cual imposibilita su intercepción por medios inductivos. De esta forma, estos cables ópticos solo pueden ser interceptados desde los extremos. Se deduce entonces que un espionaje mantenido y generalizado de las comunicaciones por cable solo resultan económicamente factibles si se realizan desde los extremos de los cables situados en los estados que realizan la interceptación de las señales.

Se deduce también que el espionaje de las comunicaciones por cable europeas por parte de los estados UKUSA se reducen a las comunicaciones que entran y salen de Gran Bretaña. Esto en lo que a teléfono y telefax se refiere, porque el mundo de internet va aparte.

Las transmisiones por internet son transmisiones de datos. Antiguamente la organización de la red era troncal y el camino que tomaba una transmisión entre su origen y el destino dependía de la saturación de la red, eligiendo el camino más corto. Por ese motivo, ese camino era impredecible y dependía de la situación puntual de la red. Hoy en día eso no ocurre. Está tan comercializada, hay tantos proveedores de servicios,... que se han tenido que crear nodos intermedios, llamados "encaminadores" o "routers" y que son los encargados de dirigir el tráfico en la red. Están localizados en puntos donde convergen varias líneas llamados "puntos de conmutación".

Sería en estos puntos donde se aplicaría la interceptación de las comunicaciones. Cuando la red era troncal, siendo la red troncal científica entre América y Europa la más importante, los puntos de conmutación se encontraban en los Estados Unidos, por lo que la Inteligencia estadounidense accedía fácilmente a las comunicaciones europeas de la red.

Hoy en día, la comunicación intraeuropea (entre los distintos países de Europa) pasa por el punto de conmutación de Londres en una proporción muy pequeña (este nodo esté vigilado por el GCHQ británico... lo cual es legal, por otro lado), por lo que se podría deducir que UKUSA tiene acceso a tan solo una pequeña cantidad de comunicaciones de red informática a través de cable ya que casi toda la comunicación intraeuropa no abandona el continente.

Interceptación de comunicaciones transmitidas por ondas
Su interceptación depende del alcance de las ondas electromagnéticas empleadas.

Si se trata de ondas terrestres (se mueven por la superficie del planeta) su alcance es limitado y depende de la orografía de terreno. Si por el contrario se trata de ondas indirectas o de espacio (lanzadas hacia el espacio, rebotadas en la ionosfera y devueltas a la Tierra) las distancias son muy considerables.

El alcance de la señal depende de la longitud de onda de la misma:

Onda larga (3 kHz - 300 kHz). Son señales terrestres ya que no se reflejan en la ionosfera. Alcance corto.

Onda media (300 kHz - 3 MHz). Son señales terrestres aunque de noche se reflejan. Alcance medio.

Onda corta (3 MHz - 30 MHz). Al reflejarse permiten su difusión indirecta o espacial. Se les puede aplicar una reflexión múltiple, por lo que alcanzan una cobertura mundial absoluta.
Onda ultracorta (30 MHz - 300 MHz). No se reflejan, por lo que se trata de ondas terrestres. Su difusión es muy rectilínea y por lo tanto su alcance depende de la orografía, de la curvatura del planeta, de la altura de las antenas, de la potencia de la transmisión... Su alcance es de unos 100 Km. En el caso de los móviles se reduce a unos 30 Km.
Ondas decimétricas y centimétricas (300 MHz - 30 GHz). Son más rectilíneas aún que las ondas ultracortas. Sin embargo, al permitir separarse en haces, adquieren gran precisión y requieren de poca potencia de transmisión. Se captan con antenas cercanas, paralelas al haz de transmisión o dentro de él y en su prolongación.

Las ondas largas y medias se utilizan para transmisiones radiofónicas, de radiobalizas, etc. La comunicación militar y civil se realiza por onda corta y, sobre todo, por onda ultracorta, decimétrica y centimétrica.

Se deduce por tanto que un sistema de interceptación de ondas a nivel mundial tiene que estar enfocado al espionaje de ondas cortas. En los demás casos, el punto de intercepción debe encontrarse como máximo a 100 Km del punto espiado... por ejemplo, se suele realizar esa interceptación desde navíos, aviones y embajadas.

Por lo tanto, el consorcio UKUSA, a través de estaciones terrestres, tendría acceso a poca cantidad de transmisiones por ondas.

Interceptación de transmisiones provenientes de satélites geoestacionarios
Los satélites pueden recibir y reenviar señales a gran distancia.

Sin embargo están limitados ya que ni pueden recibir transmisiones desde cualquier parte del mundo ni pueden transmitir ondas a cualquier parte del mundo ya que no poseen una cobertura global. No obstante, este inconveniente se soluciona utilizando varios satélites que garanticen una cobertura global.

Siendo así, si se sitúan las estaciones de escucha de satélites en zonas puntuales, se puede ejecutar una interceptación global de absolutamente todas las comunicaciones por fax, teléfono, y datos transmitidas a través de satélites geoestacionarios.

Interceptación desde aviones y barcos
Los aviones AWACS se utilizan para la localización e identificación de otros aviones. Dependen de un registro central, o lo que es lo mismo, forman parte de una red. Por sí solos no disponen de capacidad SIGINT (Signal intelligence). Sin embargo los pesados y lentos aviones espía EP-3 (como el que se chocó con un caza chino a finales del 2001 y aterrizó de emergencia en China) posee capacidad de interceptación de ondas cortas, ultracortas y microondas y las señales son analizadas a bordo mismo del avión. Se usan para misiones puramente militares. También se usan buques y, cerca de la costa, submarinos para la escucha de transmisiones militares por radio.

Interceptación desde satélites espía

"Vuelan" a baja altura y son capaces de interceptar las transmisiones de las emisoras espiadas durante pocos minutos cada vez, ya que estas emisiones destinadas a satélites de comunicación se transmiten en haces para evitar su difusión o diseminación.

En zonas de mucha población y, por lo tanto, mucho ruido electromagnético, apenas es posible llevar a cabo una interceptación. Por lo tanto para llevar a cabo una vigilancia continuada de la población civil estos satélites resultan inapropiados.

Los satélites SIGNIT de los Estados Unidos tienen una órbita semiestacionaria y, por lo tanto, no están fijos en una órbita si no que se mueven por una órbita elíptica compleja. De esta forma, durante el día cubren una gran cantidad de terreno en busca de emisiones. Son utilizados para usos militares.

De todo esto se deduce que una parte fundamental para realizar una interceptación de transmisiones a nivel mundial es la escucha de emisiones procedentes de satélites de comunicaciones.

Echelon, como tal, es un programa informático. La Red Echelon en cambio sería un entramado de antenas, estaciones de escucha, radares y satélites, apoyados por submarinos y aviones espía, unidos todos esos elementos a través de bases terrestres, y cuyo el objetivo es espiar las comunicaciones mundiales, teóricamente, para luchar contra el terrorismo internacional (el que les afecta a ellos, claro) y el tráfico de drogas.

Entre las comunicaciones espiadas se encuentran los correos electrónicos, faxes, comunicaciones por cable, por satélite, radio, conversaciones telefónicas...

Los orígenes de la red se remontan al final de la Segunda Guerra Mundial, cuando Estados Unidos y Gran Bretaña crearon un sistema conjunto de espionaje e intercambio de información denominado UKUSA, término resultante de la unión de UK (United Kingdom) y USA (United States of America) y que se basaría en una lista de actividades y responsabilidades denominada SIGINT.

A este entramado se le fueron uniendo países como Canadá, Australia y Nueva Zelanda. En menor medida, también estuvieron implicadas Francia y Alemania aunque se salieron poco después. Sobra decir que por aquella época, de satélites y tecnologías parecidas, nada de nada.

El nacimiento real de la red Echelon como tal, se produjo hacia 1977, cuando satélites espía y estaciones de escucha fueron capaces de interceptar los satélites de comunicación de las redes de satélites Inmarsat (conjunto de estaciones costeras, estaciones móviles y nueve satélites destinados a la comunicación entre embarcaciones y otro tipo de vehículos) e Intelsat (red de satélites de comunicación telefónica mundial, compuesta actualmente por 25 satélites).

Sin embargo hoy en día el espionaje de satélites tiene más "víctimas", en concreto... todos los sistemas de satélites mundiales.

Sistemas mundiales de comunicación por satélite
INTELSAT
Organización Internacional de Telecomunicaciones por Satélite. Con una organización similar a la de Naciones Unidas, forman parte de este consorcio 144 gobiernos. Constaba de 20 satélites en el 2001 pero ha ampliado su "flota" que da servicio a 200 países. Cubren las zonas del Atlántico, Índico y Pacífico. En el 2001 se iba a privatizar. Es "curioso" observar como durante el desarrollo del programa INTELSAT, a medida que un nuevo satélite se ponía en órbita sobre una zona determinada del planeta, en esa zona algún país UKUSA montaba paralelamente una estación de escucha.

INTERSPUTNIK
Organización interestatal fundada por la extinta Unión Soviética. Cuenta con 24 estados miembros y 40 países usuarios. Tiene una "flota" de 4 satélites con cobertura mundial (1 en el Atlántico, 1 en el Índico y 2 en el Pacífico).

INMARSAT
Proporciona comunicaciones móviles internacionales a nivel de alta mar, aire y tierra así como el sistema de radio urgencia. Se ha privatizado y su sede está en Londres. Consta de 9 satélites que cubren todo el globo excepto las zonas polares. Al ser móviles, pueden concentrar sus haces en zonas determinadas. Digamos que es la red de satélites usada para la intercomunicación de los vehículos de transporte marítimos, aéreos y terrestres.

PANAMSAT
Con sede en los Estados Unidos cuenta con 21 satélites que ofrecen servicios de telecomunicaciones, internet y televisión, principalmente a los Estados Unidos y toda América, pero que se extienden a todo el mundo aunque su influencia en Europa es mínima.

EUTELSAT
Agencia europea con 40 países miembros que gestionan prácticamente todo (telecomunicaciones, internet, radio, televisión, canales privados de empresas, agencias de noticias, videoconferencia,...). Consta de 18 satélites que actúan principalmente en Europa, Asia y África y contacta también con América. Se iba a privatizar en el 2001.

ARABSAT
Como la Eutelsat pero para la zona árabe. La componen 21 países y gestiona telecomunicaciones y televisión.

PALAPA
Sistema indonesio tipo Eutelsat y Arabsat para la zona del Asia meridional (Malasia, China, Japón, India, Pakistán,...).

Sistemas de satélite nacionales
TELECOM
Satélite francés que conecta a Francia con sus departamentos en África y Sudamérica.

ITALSAT
Cubre Italia y sólo emite para este país.

AMOS
Satélite israelí que cubre la zona del Próximo Oriente.

HISPASAT
Cubren la zona de España y Portugal y emiten televisión a las dos Américas.

UKUSA tenía como objetivo principal espiar las comunicaciones del bloque del Pacto de Varsovia y China. Tras la caída del comunismo en Europa, ahora se la supone dedicada a la lucha antiterrorista y contra el narcotráfico. Se podría decir que UKUSA es la organización y Echelon es una herramienta.

El sistema de espionaje se basa en la escucha de las comunicaciones por medio de sniffers y su posterior filtrado.

Este filtrado se centra en la identificación de palabras clave previamente fijadas en inmensos diccionarios. Estas palabras pueden pertenecer tanto a textos como a voces reales y ser pronunciadas y/o escritas en varios idiomas (inglés, castellano, francés, árabe, chino, japonés...)

El sistema informático posee por lo tanto potentes "olfateadores" y programas de reconocimiento de voz. Se habla de que puede filtrar 2.000 millones de mensajes en una hora.

Tal y como está organizada la red, ésta no permite, por ejemplo, a las autoridades Neozelandesas conocer los diccionarios usados por USA y Gran Bretaña, si bien lo contrario sí es posible. Aquí se demuestra de nuevo el talante discriminatorio de los Estados Unidos y Gran Bretaña.

Primeramente se definen las palabras clave, como por ejemplo bomba, Busch, atentado, droga, Sadam Hussein, Castro,... siempre definidas en varios idiomas. Se pasa entonces a olfatear las comunicaciones mundiales. Se habla de un poder de captación del 90% de las mismas, si bien se cree que este porcentaje solo afecta a las comunicaciones de internet.

Teniendo en cuenta que casi todas las comunicaciones vía internet mundiales, independientemente de dónde se produzcan, pasan por nodos de comunicación de los Estados Unidos y por nueve puntos de control de la NSA (National Security Agency, Agencia de Seguridad Nacional de los Estados Unidos). Es decir, que ni siquiera tiene que ir a buscarlas, las traen hasta la cocina.

Bien, una vez que se detecta una comunicación conteniendo o bien palabras clave o bien ciertas combinaciones de ellas (por ejemplo, "bomba", "gobierno" y "atentado" en el mismo mensaje), el sistema informático pasa a monitorearla y grabarla. Esta comunicación será entonces etiquetada y enviada a distintos centros de análisis.

Dependiendo del origen y fecha de la comunicación será marcada con un número clave. Se transcribe, descifra, traduce y se guarda entonces como un informe más o menos extenso.

Estos informes recibirán un código dependiendo del grado de secretismo otorgado al mismo: "Morai" equivale a secreto. Después le siguen los códigos "Spoke" (más secreto), "Umbra"(alto secreto), "Gamma" (comunicaciones rusas) o "Druid" (destinado a países no miembros de la red).

Después se asignará otro código más relacionado con cada una de las agencias de seguridad...

.dependiendo de a qué agencia será reenviado el informe a través del sistema central de la red UKUSA, denominado "Platform"

Si se considera que es una transmisión peligrosa para los intereses de los estados que componen la red Echelon (no sabemos a ciencia cierta qué significa esto exactamente) los participantes de esa comunicación pasarán a formar parte de una lista negra y sus comunicaciones y acciones serán espiadas a partir entonces, en mayor o menor medida, dependiendo de distintas consideraciones que los responsables crean oportunas.

Los responsables de la red asumen que se se van a tomar como peligrosas comunicaciones que en realidad no lo son debido al factor error, y la persona que ha transmitido ese mensaje será "injustamente" catalogada como peligrosa, pero asumen esas situaciones como normales e insignificantes.

Sobre los medios de que disponen las agencias implicadas poco se puede decir salvo que están perfectamente capacitadas para realizar tales acciones... acaso tienen escasez de recursos humanos.

La NSA tiene un presupuesto anual de unos €3.600 millones y mantiene bajo su control 120 satélites militares. Sus antenas de recepción cubren la totalidad del planeta. Unos ejemplo de satélites militares son:

MILSTAR: Programa de los Estados Unidos que gestiona 6 satélites geoestacionarios para la intercomunicación de sus tropas a nivel mundial (bases terrestres, navíos, aviones,...)
DSCS: 5 satélites que permiten una comunicación global. También de los Estados Unidos.

SKUNET: Sistema británico con cobertura mundial.

Los sistemas Syracuse (francés), Sicral (italiano) y el sistema español (que no sé cómo se llama) viajan "de gorra" en los satélites civiles nacionales (Telecom, Hispasat e Italsat) y utilizan la banda X.

Tienen alcance regional. Los militares rusos utilizarían también el canal X de los satélites Molnyia.

La OTAN tendría sus propios satélites (NATO IIID, NATO IVA y NATO IVB)

Las cifras relacionadas con la composición de esta red es escandalosa. Hay que tener en cuenta además que se trata de una estructura de carácter secreto, por lo que no existen datos oficiales al respecto.

Aún así se han ido descubriendo numerosos datos respectivos a Echelon. Se sabe por ejemplo que dos nodos de conexión de la red se encuentran en College Park (Maryland, USA) y Mountain View (California, USA) y pertenecen directamente a la NSA. Otro nodo se situaría en Westminster (Londres, Gran Bretaña).

La estación de escucha de Morwenstow (Reino Unido) se encarga de la coordinación de las diferentes escuchas realizadas a los satélites Intelsat de Europa, océano Atlántico y océano Pacífico.

Las estaciones de Menwith Hill (Gran Bretaña) y Bad Aibling (Alemania) se encargan de lo mismo, pero de los satélites que no forman parte de la red Intelsat (como los Inmarsat).

También se sabe de la existencia de un submarino llamado USS Patch (parche en inglés) encargado de pinchar las comunicaciones por cable submarino.

Las más importantes estaciones de rastreo y escucha se sitúan en:

Alrededor de estas siete centrales se apoyan el resto de las computadoras terrestres, satélites, submarinos y aviones formando una gran red que cubre todo el planeta.

También se sitúa el núcleo central del programa informático en la estación antes mencionada de Menwith Hill. Esta base secreta inglesa está camuflada en una zona rural y allí trabajarían unas 1.400 personas.

Veamos el total de las estaciones de escucha conocidas:

1. Yakima (Estados Unidos) 120ºO, 46ºN

Base del 544º Grupo de Inteligencia (Destacamento 4) de la Air Inteligence Agency (AIA) y del Naval Security Group (NAVSECGRU). Tiene 6 antenas de satélite orientadas hacia los satélites Intelsat del Pacífico y Atlántico. Una de las antenas estaría orientada hacia el satélite Immarsat 2. Se encarga del "Intelligence Support" (apoyo informativo) respecto a la escucha de satélites de comunicación a través de estaciones de la Marina (de Estados Unidos).

2. Sugar Grove (Estados Unidos) 80ºO, 39ºN

También en esta base se encuentra el NAVSECGRU y el 544º Grupo de la AIA (Destacamento 3). Cuenta con 10 antenas de satélite. Tres de ellas serían mayores de 18 metros.

3. Buckley Field (Estados Unidos) 104ºO, 40ºN

Dirigida por el 544º IG (destacamento 45). Constaría de al menos 6 antenas de las cuales cuatro superan los 20 metros. Oficialmente su cometido consiste en la recopilación de datos sobre acontecimientos en el ámbito nuclear mediante satélites SIGINT (satélites que captan e interpretan señales electromagnéticas), en su análisis y evaluación.

4. Medina Annex (Estados Unidos) 98ºO, 29ºN

Se trata de otro RSOC (Centro de Operaciones de Seguridad Regional) controlado por el NAVSECGRU y la AIA, cuya área de acción es el Caribe.

5. Fort Gordon 81ºO, 31ºN

Otro RSOC gestionado por el INSCOM y la AIA (702º IG, 721º IG, 202º IB, 31º IS). Sus cometidos son desconocidos.

6. Fort Meade (Estados Unidos) 76ºO, 39ºN

Es la sede de la NSA (Agencia de Seguridad Nacional de los Estados Unidos).

7. Kunia (Hawai, Estados Unidos) 158ºO, 21ºN

Gestionada por el NAVSECGRU, el RU y la AIA. Oficialmente es un Centro de Operaciones de Seguridad Regional (RSOC) y tendría como tareas asignadas la preparación de información y comunicaciones así como el apoyo criptográfico. La verdad es que su cometido no está nada claro.

8. Leitrim (Canadá) 75ºO, 45ºN

Forma parte de un intercambio de unidades entre Estados Unidos y Canadá. Consta de 4 antenas y las dos mayores son de unos 12 metros de diámetro. Oficialmente esta estación se dedica a la "calificación criptográfica" y a la interceptación de comunicaciones diplomáticas.

9. Sabana Seca (Puerto Rico) 66ºO, 18ºN

Utilizada por el Destacamento 2 del 544º AIA y por el NAVSECGRU. Cuenta con varias antenas, una de ellas de 32 metros. Procesa las comunicaciones por satélite, brinda servicios de criptografía y comunicación y sirve de apoyo a labores realizadas por la Marina y por el Ministerio de Defensa, como por ejemplo recoger información provenientes de los COMSAT. Se supone que se convierta en la más importante estación de análisis y procesado de comunicaciones por satélite.

10. Morwenstow (Inglaterra) 4º O, 51ºN

Estación manejada por el GCHQ (Servicio de Inteligencia británico). Cuenta con unas 21 antenas, tres de ellas de 30 metros. No se conoce su cometido especial, pero por su configuración y localización geográfica no cabe duda de que se dedica a la interceptación de comunicaciones por satélite.

11. Menwith Hill (Inglaterra) 2ºO, 53ºN

Utilizada conjuntamente por Estados Unidos y Gran Bretaña. Por parte de los primeros, se encuentran en la estación el NAVSECGRU, la AIA (45ºIOS) y el ISNCOM. La estación pertenece al Ministerio de Defensa británico, que se la alquila a los Estados Unidos. Cuenta con 30 antenas, 12 de ellas con un diámetro superior a los 30 metros. Al menos una de las antenas grandes es una antena de recepción de comunicaciones militares (AN/FSC-78). Su cometido sería proporcionar transmisiones rápidas por radio e investigar las comunicaciones. Así mismo se habla de que, aparte de ser una estación terrestre para satélites espías, se encargaría también de la escucha de los satélites de comunicación rusos.

12. Bad Aibling (Alemania) 12ºE, 47ºN

Controlada por el NAVSECGRU, el INSCOM (66º IG, 718 IG) y varios grupos de la AIA (402º IG, 26º IOG). Consta de 14 antenas, todas menores de 18 metros.

Oficiosamente, se encarga de los satélites SIGINT (espionaje electromagnético) y de las estaciones de escucha de los satélites de comunicación rusos. EL Departamento de Defensa de los Estados Unidos ha decidido cerrar esta estación el 30 de Septiembre del 2002.

13. Agios Nikolaos (Chipre) 32ºE, 35ºN

Consta de 14 antenas de tamaño desconocido. Controlada por Gran Bretaña en ella trabajan dos unidades: el "Signals Regiment Radio" y la "Signals Unit" de la RAF. Es una estación muy próxima a Oriente Medio y es la única estación de esa zona de huellas de satélite.

14. Geraldton (Australia) 114ºE, 28ºS

Se encarga de ella el DSD (Servicio Secreto australiano) si bien los agentes británicos que se encontraban en Hong Kong hasta que esta ciudad pasó a formar parte de China ahora trabajarían en esta estación australiana. Cuenta con 4 antenas de 20 metros orientadas hacia el Océano Índico y el Pacífico Sur. Se ocuparía de la interceptación de satélites civiles.

15. Pine Gap (Australia) 133ºE, 23ºS

Manejada por el DSD. Sin embargo la mitad de las 900 personas que trabajan allí son de la CIA y del NAVSECGRU. Posee 18 antenas de satélite de las cuales una es de 30 metros y otra de 20 metros. Es una estación para satélites SIGINT desde la cual se controlan varios satélites de espionaje cuyas señales se reciben y procesan. El tamaño de las antenas hace suponer que también se realizan interceptaciones de comunicaciones por satélite pues para los satélites SIGINT no es necesario el uso de grandes antenas.

16. Shoal Bay (Australia) 134ºE, 13ºS

Estación dependiente del Servicio de Inteligencia Australiano. Posee 10 antenas de tamaño no especificado aunque las más grandes podrían no sobrepasar los 8 metros de diámetro. Las antenas estarían orientadas hacia los satélites PALAPA indonesios. No está claro si forman parte o no de la red mundial de espionaje.

17. Guam (Pacífico Sur) 144ºE, 13ºS

Controlada por la 544º IG de la AIA y por la Marina de Estados Unidos. Alberga una estación naval de ordenadores y telecomunicaciones. Tiene 4 antenas, dos de ellas de unos 15 metros.

18. Waihopai (Nueva Zelanda) 173ºE, 41ºS

Estación controlada por el GCSB (General Communications Security Bureau de Nueva Zelanda). Consta de dos antenas, una de ellas de 18 metros. y sus funciones son la interceptación de comunicaciones por satélite y el procesado y descifrado de las transmisiones. Su pequeño tamaño y radio de acción (una pequeña parte del Pacífico) avala la hipótesis de una intercomunicación complementaria con la estación de Geraldton (Australia).

19. Hong Kong 22ºN, 114ºE

No se disponen de datos exactos referentes ni a su tamaño ni a su número de antenas. Sin embargo se sabe que posee varias antenas de gran diámetro. Tras la incorporación de Hong Kong por parte de China la estación fue suprimida. No se sabe cual de las estaciones cercanas ha asumido el papel que desempeñaba la estación de Hong Kong (Geraldton, Pipe Gap, Misawa, ...). Parece ser que dichas labores se repartieron entre varias estaciones.

20. Misawa (Japón) 141ºE, 40ºN

Controlada por Estados Unidos y Japón. Consta de 14 antenas, algunas de ellas de 20 metros. Es un centro de operaciones de criptología (Cryptology Operations Center) e intercepta las señales de los satélites rusos Molnyia y de otros satélites de comunicación también rusos.

Ya que hemos mencionado el tamaño de las antenas (su diámetro, para ser exactos) vamos también a explicar el por qué de su presencia.

Las antenas de recepción terrestres tienen un tamaño comprendido entre 0,5 metros (como las parabólicas que tenemos en los tejados de nuestras casa para la recepción de televisión digital) y los 30 metros. El sistema de recepción concentra la energía en el foco del espejo parabólico y dependiendo del tipo de emisión del satélite (la banda, la frecuencia, etc...) se necesitarán antenas parabólicas de mayor o menor tamaño.

Cada sistema de satélites (y dentro de lo posible, cada subsistema dentro de un sistema) consta de un tipo concreto de emisión y por lo tanto las antenas serán también distintas. Así pues y por no extendernos en las explicaciones, cuando se pretende una obtención de información a través del filtrado realizado por un ordenador se usará una antena de tamaño máximo (20/30 metros).

Las estaciones militares centrales suelen tener antenas de 18 metros, si bien se usan más pequeñas para facilitar la movilidad de las mismas permitiendo una movilidad táctica (estacione móviles). Las estaciones que reciben señales de satélites SIGINT (ondas electromagnéticas) y espías requieren antenas pequeñas, ya que las señales son de alta frecuencia y concentración.

La presencia de 2 ó más antenas de 18 metros puede significar que allí se realizan escuchas de comunicaciones civiles.

Sin embargo algo que también permite intuir la actividad de una estación es la presencia o no de personal militar y si el ciudadano de a pie tiene acceso a las instalaciones. De esta forma, si una estación con 2 ó más antenas de 18 metros alberga fuerzas armadas, alguna de las antenas podría dedicarse a comunicaciones militares.

Un ciudadano de a pie nunca tendrá acceso a una estación de escucha, sea del tipo que sea. En las estaciones de escucha además siempre habrá presencia de personal militar.

De igual forma la disposición espacial y el tamaño y tipo de antenas puede mostrar el propósito de cada estación de escucha. De esta forma,
Un conjunto de antenas verticales que forman un gran círculo se utiliza para averiguar la orientación de las señales de radio.

Un conjunto circular de antenas romboidales tiene el mismo propósito.
Las antenas direccionales o multidireccionales parecidas a las clásicas de televisión pero de tamaño gigantesco se usan para interceptar señales de radio no dirigidas.
Las antenas parabólicas se utilizan exclusivamente para recibir señales.

La observación de una antena parabólica, fijándonos en su situación geográfica, su altitud y su orientación, podría desvelar la situación del satélite cuya señal se está recibiendo. Es por eso que estas antenas suelen mostrarse cubiertas por gigantescas esferas blancas, llamadas cúpulas.

De esta forma, se ocultan la orientación e inclinación de la antena... y de paso, se las protege de la intemperie.

El espionaje internacional practicado por la red Echelon no tiene límites.

Todo el mundo está dentro de su campo de acción, todo el mundo está potencialmente destinado a ser espiado. Se da el caso curioso de que la legislación de Estados Unidos prohíbe a la NSA el espionaje dentro de sus fronteras (que no en el resto del planeta), así que son los británicos los encargados de espiar a los Estados Unidos y luego se intercambian las informaciones entre agencias.

Sin embargo, a raíz de los atentados contra los Estados Unidos del 11 de septiembre del 2001 las leyes estadounidenses se están modificando para otorgar más poderes de espionaje interno a sus organismos de seguridad.

La verdadera polémica nace cuando se acusa a los gobiernos implicados en el espionaje a través de Echelon de haber extralimitado sus acciones hacia los espionajes industrial y político en beneficio de los gobiernos implicados en la red. Es curioso que con anterioridad ningún Gobierno recriminara la violación del derecho a la intimidad y privacidad del ciudadano de a pie.

Esto se explica porque se sobreentiende que todos los gobiernos practican ese tipo de espionaje, así que poco tienen que echar en cara a los demás. Además, no existe una legislación internacional que regule este tipo de acciones... y nos tememos que tampoco servirían de nada.

El Parlamento Europeo creó la Comisión Echelon a resultas de un libro publicado al respecto por el físico escocés Duncan Campbell.

El informe de esta comisión fue presentado en 1998 y en él se confirma la existencia de la red Echelon y su implicación en el espionaje a Gobiernos, organizaciones y empresas europeas. Es decir, que una tecnología con origen militar se está utilizando con fines económicos y de espionaje industrial para favorecer a empresas pertenecientes a países integrantes de la red en detrimento de empresas mayormente europeas y japonesas.

Estas empresas no son cualquier empresa. Son empresas, principalmente norteamericanas, relacionadas directamente con la red Echelon y con el sistema defensivo y militar de los Estados Unidos, como por ejemplo la firma aeronáutica McDonnell Douglas, o empresas punteras en campos tan críticos como telecomunicaciones, ingeniería genética o laboratorios de desarrollo de armas químicas y bacteriológicas.

Esto se puede deber a que al gobierno de los EE.UU le interesa que esas empresas se mantengan fuertes, aunque la posibilidad más acertada sería que al estar esas empresas muy relacionadas con el Gobierno (por no decir que son una rama del mismo) sería ésta una forma más de controlar esos sectores tan importantes.

Se ha creado un gran revuelo e incluso Francia se plantea acusar formalmente a Gran Bretaña de traición a la Unión Europea, ya que sus acciones perjudican directa y conscientemente la economía de la Unión en beneficio de un enemigo comercial directo, como son los Estados Unidos. Se habla también de que Gran Bretaña podría estar violando la Convención de Derechos Humanos de la UE respecto a la privacidad.

Gran Bretaña se defendió alegando que, ojo al dato, sus leyes permiten espiar las comunicaciones para defender sus intereses económicos. Estados Unidos, fiel a su tradición, negó todo conocimiento y Nueva Zelanda mostró su preocupación ante una más que posible investigación por parte de la Unión Europea de su base de escuchas en Waihopai, usada para el espionaje de la región del Pacífico, y aseguró que desde esas instalaciones no se realizan escuchas de "carácter comercial".

Australia reconoció en 1999 la existencia de UKUSA y su pertenencia al mismo. El Gobierno español afirma la existencia de la red y sostiene que intercepta millones de comunicaciones oficiales, comerciales y personales.

Actualmente se reconoce abiertamente la existencia de la red, si bien se niega que se utilice para realizar espionaje industrial y político, alegando que sus campos de acción son el terrorismo y las mafias.

El espionaje industrial habría tenido ya sus nefastas consecuencias sobre varias corporaciones y empresas.

Particulares franceses han demandado a los gobiernos de Gran Bretaña y Estados Unidos por robo de secretos industriales. Jueces y fiscales de Italia, Alemania y Dinamarca solicitan airadamente una investigación pública sobre la red Echelon. Organizaciones norteamericanas como la Unión Americana de Libertades Civiles reclaman también una investigación.

A la Red Echelon se le atribuyen, entre otras, estas acciones de carácter comercial y político:
Interceptación y escucha de transmisiones de Greenpeace por parte de los Estados Unidos durante su campaña de protesta hacia las pruebas nucleares francesas en el Atolón de Mururoa en 1995. Este espionaje no fue conocido por sus socios más débiles, como Nueva Zelanda y Australia.
Interceptación de llamadas telefónicas y seguimientos a Lady Di, el Papa Juan Pablo II, Teresa de Calcuta, Amnistía Internacional y Greenpeace.
Espionaje a dos ministros británicos por parte de Margaret Thatcher, siendo ella Primera Ministra del Reino Unido.
Espionaje del diario Observer y a varios de sus periodistas y propietarios.

La inteligencia militar francesa asegura que agentes secretos norteamericanos trabajan en la empresa Microsoft (el que faltaba) para instalar programas secretos en los productos e indicar a los desarrolladores de programas de Microsoft qué agujeros de seguridad deben crear para que la NSA pueda entrar a través de ellos.

Estos agujeros de seguridad se encuentran en productos como Windows e Internet Explorer. A cambio, recibiría apoyo financiero y se favorecería el monopolio del Microsoft en el mercado nacional e internacional, lo cual beneficia a ambas partes.

Se asocia a la NSA la inclusión del denominado "cifrado fuerte" del Windows 2000 para fines tan desconocidos como preocupantes.

Los sistemas de encriptación de mensajes de los productos Microsoft, Netscape y Lotus destinados al mercado europeo son distintos a los americanos y están predispuestos a ser decodificados los la NSA.

La empresa informática Lotus reconoce que la NSA obliga a las empresas americanas a comunicarles una parte de la clave de codificación de los productos destinados al intercambio de mensajes que se exporten fuera de los Estados Unidos. En su caso, 24 de los 64 bits del código de desencriptación de los mensajes.

La empresa suiza Crypto AG, expertos en programas, hardware y otros productos criptográficos (teléfonos móviles, por ejemplo) adjunta a los mensajes enviados a través de sus productos una clave de decodificación del password utilizado por el usuario que conocería la NSA. Se sabe que dicha empresa suiza y la NSA vienen manteniendo contactos y reuniones desde hace unos 25 años.

Los productos Crypto son utilizados por delegaciones oficiales de más de 130 países, tales como ejércitos, embajadas, ministerios...

Interceptación de comunicaciones entre Thomson-CSF y el Gobierno Brasileño en 1994 en la negociación de un contrato de 220.000 millones de pesetas para un sistema de supervisión por satélite de la selva amazónica permitió la concesión del proyecto a la empresa norteamericana Raytheon, vinculada a las tareas de mantenimiento de la red Echelon.

Interceptación de faxes y llamadas telefónicas entre Airbus y el Gobierno de Arabia Saudí con detalles de las comisiones ofrecidas a los funcionarios permitió a Estados Unidos presionar para que el contrato de un billón de pesetas fuera concedido a Boeing-McDonnell Douglas. 1995.

Espionaje a la industria automovilista japonesa
Intercepción de la NSA de comunicaciones entre el Gobierno de Indonesia y representantes de la empresa japonesa NEC referentes a un contrato de 200 millones de dólares en equipamiento de telecomunicaciones. George Bush padre intervino personalmente y obligó a Indonesia a dividir el contrato entre NEC y la firma estadounidense AT&T (proveedora de equipamiento de telecomunicación a la NSA).

Espionaje a las conversaciones entre países de Oriente Medio y representantes del consorcio europeo Panavia destinadas a la venta del cazabombardero Tornado a dichos países.

En Argentina también hay serios rumores sobre intervenciones de comunicaciones
Un ingeniero de telecomunicaciones habría detectado que 21 líneas de teléfono del Ministerio de Economía de Argentina estaban siendo pinchadas desde el exterior, vía satélite.

Se realizaron entonces revisiones de las líneas de teléfono del ministro y varios secretarios del ministerio. En estas revisiones se descubrió que todos los teléfonos pinchados lo estaban a través de un ordenador del mismo ministerio marca AST (empresa informática norteamericana que abastece a la NSA de equipamiento).

Investigando la computadora en cuestión se descubrió que tenía instalado un software denominado STG, el cual permite la intervención de líneas de fibra óptica, cable, teléfono, correo electrónico, fax y satélite.

El sistema basado en el software STG incluye un dispositivo de seguridad que es revisado y actualizado cada 24 horas por el mismísimo Departamento de Estado norteamericano y, para que el programa se mantenga activo, debe conectarse con el Pentágono cada día. Este software sólo puede ser adquirido por organismos autorizados por el Departamento de Estado de los EE.UU.

En Argentina, el único organismo autorizado es la SIDE (Secretaría de Inteligencia del Estado). Sin embargo, se comprobó que el pinchazo provenía del exterior de Argentina en una conexión vía satélite.
Dentro de la gravedad del asunto, el informe del Parlamento Europeo afirma que la red Echelon no es tan poderosa como se da a entender, al menos respecto a las comunicaciones a través de cable, si bien recomienda el cifrado y codificado de las comunicaciones vía internet para mayor seguridad en la privacidad de individuos y empresas.

Por otro lado, se aconseja de igual forma no utilizar programas de cifrado que hayan sido desarrollados ni en los Estados Unidos ni Gran Bretaña (esto no lo dice la UE, pero tampoco aconsejamos utilizar productos de Crypto AG).

Así mismo, se consideran bastante seguras las comunicaciones realizadas a través de fibra óptica dentro de la Unión Europea, debido a la enorme dificultad que supone la interceptación de señales tan rápidas y de tan gran capacidad de datos.

¿Que por qué los gobiernos europeos no hacen algo contundente al respecto? El que esté libre de pecado que tire la primera piedra. Se sabe, por ejemplo, que los servicios secretos franceses consiguieron información privilegiada que permitió la concesión de un contrato a la firma aeronáutica gala Dassault

La lucha contra la red Echelon ha llegado también al ciudadano de a pie y se ha creado un virus informático específico para esta red de espionaje llamado SEPRIN. Se trata de un gusano que intentaría saturar los recursos de la misma.

Su efectividad aún no ha sido demostrada... o por lo menos yo no me he enterado.

Quien dude de ello es un iluso. Por supuesto que existen más redes gubernamentales de espionaje. Existen desde los tiempos ancestrales. Lo que ha cambiado son los métodos y recursos de información y espionaje.

Según el informe Echelon de la Unión Europea, éstas son las modalidades de espionaje que practican los países de la Unión Europea y del consorcio UKUSA:

Es decir, que el que esté libre de pecado que tire la primera piedra, como decíamos más arriba.

Una red similar es el Enfopol, de la Unión Europea, aprobada por el Consejo Europeo en Mayo de 1.999. Su campo de acción se supone limitado a la Unión. Se atribuye también redes parecidas a Francia (conocida como Frenchelon) y Rusia (que se llamaría Sorm), debido a sus situaciones geográficas y al control y capacidad de actuación que poseen sobre sus "antiguas colonias".

Suiza tiene su propia red, llamada Satos3.

El tema de Enfopol es el que está ahora más en boca de todos al ser nuestro "propio gobierno" (Unión Europea) quien lo ha desarrollado. Personalmente me fastidia más que me espíen los estadounidenses.

Intentaremos crear un pequeño informe sobre el tema en un futuro cercano.

Sin ser un sistema de redes, también es famosa la herramienta Carnivore, sucesora del Omnivore, desarrollada por el FBI y cuya finalidad es la de espiar la información de Internet, desde correos electrónicos hasta páginas visitadas pasando por archivos transferidos.

Otra herramienta supuestamente utilizada por el FBI sería el troyano NetBus, uno de los más poderosos de hoy en día. Enlaces de Seguridad no ha podido confirmar la veracidad de esta afirmación.

Recientemente la CIA se ha hecho con otra herramienta de similares características a la red Echelon, si bien en vez de utilizar palabras clave, se vale de conceptos.

No se descarta que este software sea aplicado también para su uso en la red Echelon, sobre todo si se tiene en cuenta que la empresa desarrolladora del mismo se encuentra en Mountain View (California, EE.UU.), sede de uno de los nodos de la red Echelon bajo el mando de la NSA, lo cual hace sospechar la independencia de dicha firma informática respecto del Gobierno de los Estados Unidos.

Y hace poco se ha sabido que el FBI (para variar) está desarrollando un nuevo troyano, llamado Magic Lintern (Linterna Mágica). Esto no sería nada nuevo si no fuese porque el propio FBI está presionando a las empresas desarrolladoras de software antivirus y antitroyanos para obligarles a que sus respectivos productos no detecten dicho troyano.

En teoría hasta ahora ninguna de estas empresas ha dado el visto bueno, aunque hay rumores de que tanto Symantec (productos Norton) como Network Associates (productos McAfee) han claudicado a las presiones el Gobierno Estadounidense. Sin embargo, su postura oficial es que sus productos no van a permitir el paso del troyano. Básicamente circulan esos rumores porque son empresas estadounidenses y porque son punteras mundialmente.

Además de ellos, se sabe que tanto los desarrolladores del AVP como los de Sophos han dicho que no a la propuesta del FBI, al igual que la nipona Micro Trend (PC-Cillin)... habrá que fiarse.

Si bien no se comprende muy bien por qué hay que dejar que el FBI nos meta un troyano cuando a un hacker no le dejamos (porque por experiencia sabemos que los chicos el FBI no son angelitos precisamente), desde el momento en que seguramente, tarde o temprano, algún hacker o cracker se va a hacer con dicho troyano y lo va a difundir por la red, nuestras computadoras estarán específicamente desprotegidas ante ellos.

O se puede crear un troyano que se haga pasar por el Linterna Mágica y estaríamos en las mismas... o alguna otra cosa que se nos pudiera ocurrir. Ya se sabe que en estos temas, la imaginación es la mejor arma.

Es más, ya han surgido troyanos que se hacen pasar por la Linterna Mágica, como el Magic Latern, aunque éste tan solo le "copia" el nombre.

Interception of communications by cable transmissions (voice, fax, e-mail, data) can only be intercepted if you have a physical access to the cable. Teampoison es noticia estas últimas horas por ser responsable de un asalto al sistema informático de Naciones Unidas. Como prueba de su éxito, han publicado cien direcciones de correo de miembros de la organización, muchos de ellos empleados del Programa de Naciones Unidas para el Desarrollo (PNUD). El grupo alega que la corrupción mundial se encuentra en la ONU porque apoya un nuevo orden que legitima a la élite de la barbarie capitalista. Para el colectivo, Naciones Unidas es un fraude. Teampoison termina el comunicado con un reto a los expertos informáticos de la organización para que descubran la vulnerabilidad: "Pasad una buena jornada". Naciones Unidas ha precisado que el asalto se ha centrado en un servidor antiguo y que el sitio en Internet de la organización no ha sufrido ninguna alteración.

Britain's armed forces are stepping up their contingency planning for potential military action against Iran amid mounting concern about Tehran's nuclear enrichment programme, the Guardian has learned.

The Ministry of Defence believes the US may decide to fast-forward plans for targeted missile strikes at some key Iranian facilities. British officials say that if Washington presses ahead it will seek, and receive, UK military help for any mission, despite some deep reservations within the coalition government.

In anticipation of a potential attack, British military planners are examining where best to deploy Royal Navy ships and submarines equipped with Tomahawk cruise missiles over the coming months as part of what would be an air and sea campaign.

They also believe the US would ask permission to launch attacks from Diego Garcia, the British Indian ocean territory, which the Americans have used previously for conflicts in the Middle East.

The Guardian has spoken to a number of Whitehall and defence officials over recent weeks who said Iran was once again becoming the focus of diplomatic concern after the revolution in Libya.

They made clear that Barack Obama, has no wish to embark on a new and provocative military venture before next November's presidential election.

But they warned the calculations could change because of mounting anxiety over intelligence gathered by western agencies, and the more belligerent posture that Iran appears to have been taking.

Hawks in the US are likely to seize on next week's report from the International Atomic Energy Agency, which is expected to provide fresh evidence of a possible nuclear weapons programme in Iran.

The Guardian has been told that the IAEA's bulletin could be "a game changer" which will provide unprecedented details of the research and experiments being undertaken by the regime.

One senior Whitehall official said Iran had proved "surprisingly resilient" in the face of sanctions, and sophisticated attempts by the west to cripple its nuclear enrichment programme had been less successful than first thought.

He said Iran appeared to be "newly aggressive, and we are not quite sure why", citing three recent assassination plots on foreign soil that the intelligence agencies say were coordinated by elements in Tehran.

In addition to that, officials now believe Iran has restored all the capability it lost in a sophisticated cyber-attack last year.The Stuxnet computer worm, thought to have been engineered by the Americans and Israelis, sabotaged many of the centrifuges the Iranians were using to enrich uranium.

Up to half of Iran's centrifuges were disabled by Stuxnet or were thought too unreliable to work, but diplomats believe this capability has now been recovered, and the IAEA believes it may even be increasing.

Ministers have also been told that the Iranians have been moving some more efficient centrifuges into the heavily-fortified military base dug beneath a mountain near the city of Qom.

The concern is that the centrifuges, which can be used to enrich uranium for use in weapons, are now so well protected within the site that missile strikes may not be able to reach them. The senior Whitehall source said the Iranians appeared to be shielding "material and capability" inside the base.

Another Whitehall official, with knowledge of Britain's military planning, said that within the next 12 months Iran may have hidden all the material it needs to continue a covert weapons programme inside fortified bunkers. He said this had necessitated the UK's planning being taken to a new level.

"Beyond [12 months], we couldn't be sure our missiles could reach them," the source said. "So the window is closing, and the UK needs to do some sensible forward planning. The US could do this on their own but they won't.

"So we need to anticipate being asked to contribute. We had thought this would wait until after the US election next year, but now we are not so sure.

"President Obama has a big decision to make in the coming months because he won't want to do anything just before an election."

Another source added there was "no acceleration towards military action by the US, but that could change". Next spring could be a key decision-making period, the source said. The MoD has a specific team considering the military options against Iran.

The Guardian has been told that planners expect any campaign to be predominantly waged from the air, with some naval involvement, using missiles such as the Tomahawks, which have a range of 800 miles (1,287 km). There are no plans for a ground invasion, but "a small number of special forces" may be needed on the ground, too.

The RAF could also provide air-to-air refuelling and some surveillance capability, should they be required. British officials say any assistance would be cosmetic: the US could act on its own but would prefer not to.

An MoD spokesman said: "The British government believes that a dual track strategy of pressure and engagement is the best approach to address the threat from Iran's nuclear programme and avoid regional conflict. We want a negotiated solution – but all options should be kept on the table."

The MoD says there are no hard and fast blueprints for conflict but insiders concede that preparations there and at the Foreign Office have been under way for some time.

One official said: "I think that it is fair to say that the MoD is constantly making plans for all manner of international situations. Some areas are of more concern than others. "It is not beyond the realms of possibility that people at the MoD are thinking about what we might do should something happen on Iran. It is quite likely that there will be people in the building who have thought about what we would do if commanders came to us and asked us if we could support the US. The context for that is straightforward contingency planning."

Washington has been warned by Israel against leaving any military action until it is too late.

Western intelligence agencies say Israel will demand that the US act if it believes its own military cannot launch successful attacks to stall Iran's nuclear programme. A source said the "Israelis want to believe that they can take this stuff out", and will continue to agitate for military action if Iran continues to play hide and seek.

It is estimated that Iran, which has consistently said it is interested only in developing a civilian nuclear energy programme, already has enough enriched uranium for between two and four nuclear weapons.

Experts believe it could be another two years before Tehran has a ballistic missile delivery system.

British officials admit to being perplexed by what they regard as Iran's new aggressiveness, saying that they have been shown convincing evidence that Iran was behind the murder of a Saudi diplomat in Karachi in May, as well as the audacious plot to assassinate the Saudi ambassador in Washington, which was uncovered last month.

"There is a clear dotted line from Tehran to the plot in Washington," said one.

Earlier this year, the IAEA reported that it had evidence Tehran had conducted work on a highly sophisticated nuclear triggering technology that could only be used for setting off a nuclear device.

It also said it was "increasingly concerned about the possible existence in Iran of past or current undisclosed nuclear-related activities involving military-related organisations, including activities related to the development of a nuclear payload for a missile."

Last year, the UN security council imposed a fourth round of sanctions on Iran to try to deter Tehran from pursuing any nuclear ambitions.

At the weekend, the New York Times reported that the US was looking to build up its military presence in the region, with one eye on Iran.

According to the paper, the US is considering sending more naval warships to the area, and is seeking to expand military ties with the six countries in the Gulf Co-operation Council: Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman.

Es decir, que en momentos de recesión (cuando la economía está estancada), el estado griego no puede devaluar la moneda y con ello poder abaratar sus productos y venderlos más fácilmente al exterior, recuperándose a base de ello.

Suecia y Noruega, por cierto, se han recuperado de la recesión mucho mejor y más rápido que Finlandia, como consecuencia de que los dos primeros pudieron devaluar su moneda, lo cual no pudo hacer Finlandia al pertenecer al euro.

Otra regla es que, al integrarse al euro, los Estados dejaron de tener la potestad de imprimir dinero y establecer el precio del mismo.

Cuando un país está en recesión, su Banco Central imprime dinero y/o abarata el precio del dinero, disminuyendo así los intereses bancarios, facilitando que tanto los ciudadanos como los empresarios puedan conseguir préstamos con los cuales consumir bienes y servicios e invertir, y así producir empleo y estimular la economía.

Negarle al estado que tenga control sobre el crédito es imposibilitarle el poder estimular la economía. Una función de un Banco Central es, precisamente, la de garantizar el crédito, lo cual funcionó bien en la mayoría de países europeos hasta que llegó la moda neoliberal con el Presidente Reagan de EEUU y la Sra. Thatcher de Gran Bretaña, que hicieron creer a muchos gobiernos europeos que desregular el crédito era bueno para un país. El último caso que vimos fue Islandia, que conllevó un enorme problema, como también lo creó en los otros países que desregularon el crédito (que fueron la mayoría).

Y, por si fuera poco, la tercera regla era que un país no podía seguir políticas expansivas de gasto público. Es decir, un estado no podría gastar mucho para estimular la economía, pues el estado, según el criterio de Maastricht, no podía tener un déficit estatal mayor del 3% del PIB y una deuda publica mayor del 60% del PIB.

Claro que el criterio no decía cómo debía bajarse el déficit para alcanzar el número mágico del 3%. Pero insistieron en que los estados bajaran los impuestos como manera de estimular la economía, considerando erróneamente que los ricos, que eran los máximos beneficiarios de los recortes de impuestos, consumirían más que ahorrarían (de hecho, invirtieron en sectores especulativos). Esta insistencia en que el estado bajara los impuestos no dejaba al estado otra alternativa que la de recortar el gasto público. Esto eliminó la posibilidad de que el estado pueda estimular la economía mediante, por ejemplo, inversiones en áreas de creación de empleo.

Estas tres reglas hacen muy difícil, casi imposible, para Grecia (y para España), salir de la crisis. En realidad, estas reglas fueron muy importantes para que la crisis se presentara en Grecia con la gravedad con la que se ha presentado.

¿QUÉ PASA EN GRECIA? LA ALIANZA DE LA BANCA CON LOS RICOS

Una característica de Grecia, que comparte con España, es que ha estado gobernada por la ultraderecha por muchos años. La dictadura de los coroneles fue (como lo fue también la dictadura de los generales en España) una dictadura de los ricos en contra de las clases populares. Ello ha determinado que los ricos no tienen la costumbre de pagar impuestos. El fraude fiscal ha sido enorme, consecuencia de la laxitud del estado, que ha continuado controlado por los ricos durante la democracia que siguió a la dictadura. En 2010 sólo 15.000 griegos, de un total de once millones de ciudadanos, declararon al estado ingresos superiores a 100.000 euros al año, lo cual contrasta con la existente concentración de la riqueza y de las rentas, visible en los suburbios de las ciudades griegas. Se considera que casi la tercera parte de la renta nacional (la poseída por los ricos en su mayoría) no se declara.

Ello ha forzado al estado griego a endeudarse hasta la médula para pagar los gastos del estado (en infraestructura y en servicios públicos, así como en gastos militares que significan una carga muy importante en el presupuesto nacional). Esta deuda recoge también la deuda incurrida por los gobiernos militares, no elegidos democráticamente, y cuyo gasto militar lo tiene que pagar ahora el estado democrático. Éstas son las causas de que el estado griego tenga un problema de déficit del estado (12% del PIB) y de deuda pública, todavía mayor (150% del PIB). Pero esta realidad quedó, en parte, ocultada por el estado con la ayuda del banco Goldman Sachs.

El diario alemán Der Spiegel descubrió las ocultaciones de las cuentas nacionales que el estado griego (gobernado por las derechas) había realizado con la complicidad de aquel banco estadounidense (que recibió un pago por ello de 800 millones de euros). Es imposible que la Comisión Europea (cuya mayoría son de partidos de derechas), no lo supiera. Por cierto, el que era Vicepresidente para Europa del banco Goldman Sachs, que realizó operaciones financieras con el gobierno conservador griego para ocultar la situación real del déficit público del estado griego, el Sr. Mario Draghi será el nuevo Presidente del Banco Central Europeo, poniendo a la cabeza de este Banco (que es un lobby de la banca, en lugar de ser un Banco Central) a la persona que ayudó más al desfalco de las cuentas públicas del estado griego.

Cuando el gobierno socialista salió elegido descubrió estos problemas, indicando que el déficit y la deuda eran mucho mayores de lo que el gobierno conservador había indicado. El estado está enormemente endeudado. Los bancos alemanes y franceses, pero también los bancos griegos (donde los ricos griegos depositan su dinero) han comprado la deuda pública a unos intereses abusivos. Por cierto, la mal llamada ayuda a Grecia es para asegurarse que el estado griego pagará a tales bancos. Y la enorme austeridad impuesta a la población griega por parte del estado (77.000 millones de euros, de los cuales 28.000 millones serán en recortes de gasto público y 50.000 millones en privatizaciones del patrimonio nacional) es para poder pagar a los bancos.

EL EURO Y LA CRISIS

Este endeudamiento del estado griego es beneficioso para los bancos y también para los ricos que no pagan impuestos, forzando al estado a endeudarse aún más. Pero es también beneficioso para los ricos y para los bancos extranjeros, pues el estado se siente en la necesidad de privatizar sus propiedades (a unos precios irrisorios) con lo cual vemos una enorme demanda de euros por parte de bancos de inversión para comprar tales propiedades. En realidad, en contra de lo que constantemente se dice y se alarma, el euro está en muy buena salud (demasiado buena para los empresarios españoles que tienen problemas para exportar), y ello se debe a la enorme demanda de euros con los cuales se compra la privatización de los bienes públicos de Grecia (y de España). Véase el caso de las cajas de ahorros españolas, que se están vendiendo a unos precios muy bajos. Y todo ello con la ayuda del Estado. De ahí que las privatizaciones sean una estrategia impuesta por la banca a los países del euro como manera de conseguir la venta del patrimonio y servicios muy rentables de los países periféricos.

Vemos así como el enorme dominio de la banca explica que los estados periféricos estén estancados en su deuda sin poder salir de ella, lo cual no ocurre por incompetencia, sino por diseño, pues así consigue introducirse y conseguir mayor rentabilidad al comprar a precios muy bajos lo que antes era público. Cualquier lector de este artículo debiera indignarse. Por cierto, este artículo fue enviado a algunos de los medios de mayor difusión del país, ninguno de los cuales consideró oportuno publicarlo.

Se les esperaba a las 12 del mediodía del sábado 17 de setiembre pero dos horas antes Wall Street ya era un fortín. Protegido por policías y vallas metálicas, el corazón financiero del mundo parecía dispuesto para repeler el ataque más violento de una horda de salvajes. Estos nunca llegaron pero sí lo hicieron alrededor de mil personas que se reunieron pacíficamente en un parque cercano para protestar contra la corrupción, los recortes presupuestarios y la falta de esperanza en el futuro.

Llegaron con la idea de acampar durante varios meses al igual que “sus hermanos y hermanas en Egipto, Grecia, España e Islandia”. ¨Comparado con Barcelona, aquí son cuatro gatos”, comentó Jordi Prat, un turista español que pasaba por la zona de casualidad, “pero no te esperas algo así en Estados Unidos. Uno piensa que aquí la economía está mejor que en España. También sorprende bastante la de policías que hay, parece que haya más policías que manifestantes”.

Y como no podía ser de otra manera en Estados Unidos, la religión también hizo acto de presencia. “Estamos aquí como cristianos para demostrar que estamos en contra de la injusticia económica”, dijo Roisin Duffy-Gideon, una de los diez “capellanes” que vino de Boston para apoyar la manifestación. “Jesús vino a la tierra a liberar a los pobres y a los oprimidos y no para proteger a los bancos codiciosos”.

A la una de la tarde los organizadores habían programado un pequeño sermón a cargo del artista Reverendo Billy, famoso por su aparición en el documental anticonsumista ¿Qué compraría Jesús? y que actualmente dirige una iglesia ambientalista.

Delante del Museo del Indio Americano, Mat, un carpintero de Iowa con mochila y esterilla dispuesto a quedarse hasta que lo echen, escuchaba y respondía a los gritos del Reverndo Billy. “Estoy aquí para apoyar a mis hermanos en la lucha contra el régimen corrupto de mi país. Estoy aquí porque esta gente creó un agujero negro de un billón de dólares tres años atrás. Fue un fraude sistemático y corrupto y no han pagado por ello.”

Precisamente la administración Obama interpuso una denuncia contra 17 bancos de Estados Unidos el pasado 2 setiembre por considerar que habían actuado de manera irresponsable durante la burbuja inmobiliaria.

Mat, sin embargo, no confía demasiado en el Sistema: “tenemos dos raseros a la hora de hacer justicia en este país, algo totalmente en contra de lo que me enseñaron acerca de este país cuando era pequeño”. Un sentimiento parecido es el que expresó Rheannony Ball, una universitaria de 19 años procedente del barrio neoyorquino de Brooklyn cuyos padres están en el paro y viven en la calle. “Estoy aquí porque estoy pagndome la universidad y nunca podré acceder a un seguro médico”, explica. “Todo esto tiene que ver con Wall Street, si tan solo una minúscula cantidad del dinero que se les dio a los banqueros hubiera sido para los estudiantes, si la riqueza se repartiera tan sólo de una manera un poquito más justa, mucha más gente estaría más contenta de ser ciudadana de este país”. Todo esto pasaba a la vez que The New York Times anunciaba que el lunes el presidente Barack Obama haría un llamamiento al Congreso de EE.UU. para subir los impuestos a quienes ganen más de un millón de dólares al año. De aprobarse, algo que difícilmente permitirán los republicanos, sería llamada la “Ley Buffet”, en referencia a la petición de subir los impuestos a los “megaricos” que hizo el multimillonario Warren Buffet hace cosa de un mes.

El anuncio llega pocos días después de que la Oficina del Censo diera a conocer que el número de pobres ha alcanzado el nivel más alto desde 1993. Sólo el año pasado se incrementó en 2,6 millones. Al fin de 2010, 46,2 millones de personas (el 15,1% de la población norteamericana) vivían por debajo de la línea de la pobreza que en ese mismo año, en EE.UU. estaba en 22.314 dólares para una familia de cuatro personas.

El mismo informe señala que de los 17 millones de mujeres pobres que viven en EE.UU, 7,5 millones lo hacen en condiciones de pobreza extrema. Los niños también han salido mal parados con la crisis. A pesar de que solo son el 24,4% de la población, un 35,5% de ellos son pobres. Es decir, EE.UU. tiene 16,4 millones de niños bajo la línea de la pobreza, 900.000 de los cuales han sido arrastrados a ella en el último año.

Las minorías étnicas también se han visto especialmente afectadas. Entre los afroamericanos la pobreza ha pasado del 25% en 2009 al 27% en 2010. Los hispanos han subido un punto porcentual hasta el 26% y los blancos pobres han pasado de ser el 9,4% al 9,9. Según un análisis de la Institución Brookings, si la pobreza sigue aumentando al mismo ritmo, a mediados de esta década 10 millones de personas másvivirán por debajo de la línea de la pobreza.

“La gente tiene miedo. A mi generación y a la de mis padres se nos ha hecho creer que gritar y enfadarse por algo es malo, que te arrestarán, que irás a la prisión. Pero esto es lo que tenemos que hacer”, dijo Ball.

A las 3 de la tarde la manifestación se dirigió al Zuccotti Park, también cercano a Wall Street, gritando proclamas como “Los bancos fueron rescatados, nosotros fuimos vendidos”, o “Democracia y no corporatización” y “Fin a la oligarquía”.

“Hubiera venido más gente si no hubiéramos elegido una zona tan militarizada”, razonó Luis, uno de los organizadores y profesor universitario español que trabaja en Nueva York. “La gente tiene miedo de la policía porque tal y como se puede ver en video, en este país la policía te puede detener ilegalmente”. Luis se refiere a un grupo de organizadores que ensayó la ocupación de Wall Street el pasado uno de septiembre y acabó pasando la noche en comisaría.

El sitio lo eligió la revista canadiense anticonsumismo Adbusters cuando hace un par de meses hizo un llamamiento a ocupar Wall Street. Según Luis, la Asamblea General de Nueva York (NYCGA), formada por españoles inspirados por el 15-M junto con otros movimientos similares ya existentes en la ciudad aprobó responder al mismo.

“Cuando en la NYCGA decidimos organizarlo junto con otros grupos, de repente, Anonymus se une en internet y luego aparece una web llamada occupywallst.org. Esto es un movimiento plural, horizontal y descentralizado”, explicó Luis.

Asimismo, la diversidad de organizaciones con sus respectivos objetivos que asistió a la manifestación ocupó todo el espectro. En los extremos se pudo ver anarquistas y algún seguidor del político de derechas Ron Paul, descrito por la izquierda norteamericana como el abuelo del Tea Party. En medio, organizaciones como US Day of Rage, interesada en reforzar el derecho de reunión y el de libertad de expresión, y Platypus, una asociación centrada en la creación de grupos de intelectuales de izquierdas con fines educativos en las universidades norteamericanas.

The 60 protests in 21 states targeted both Democrats and Republicans, with austerity champions like Eric Cantor of Virginia and Michelle Bachmann of Minnesota singled out for special attention. A blockade outside Cantor’s office forced his staffers to meet with a delegation, a request they had repeatedly refused.

Soup kitchens outside Congressional offices highlighted the devastation wrought by the economy’s collapse and worsened when politicians rip into social programs. Hundreds lined up outside Democratic leader Nancy Pelosi’s San Francisco office to receive a meal.

Katie Oppenheim of the Michigan Nurses Association joined a group that served a meal in Jackson. When the nurses attempted to talk with Republican Tim Walberg, the receptionist would speak with them only from behind her bulletproof glass.

“This is one more fight among many in the country to convince corporate America we will not back down,” said Oppenheim, who chairs the professional nurse council at the University of Michigan health system.

Tax Wall Street

National Nurses United led the demonstrations, the latest leg of the union’s campaign for a “Main Street Contract.” The nurses are calling on politicians to enact the contract in order to stimulate the economy and get people back to work. Its centerpiece is a half-percent federal tax on Wall Street transactions, which the union says could generate up to $350 billion a year. (Stock and bond transfers and derivative trading would be targeted; common transactions like 401k contributions would not.)

“This is a sales tax on the business Wall Street does,” said NNU co-president Jean Ross. “It would disincentivize the extreme gambling they do.”

The union sees that money as a down payment on all kind of priorities: keeping millions of people in their homes, funding schools, restoring environmental protections, providing Medicare for all, and bolstering Social Security.

The figure would also represent about a quarter of the savings the Congressional debt-cutting “Super Committee” is charged with reaching.

The idea is popular overseas, already in place in 15 countries and likely to spread further. Conservative governments in both France and Germany have signaled they will propose it to the European Union this month.

Thursday’s protests pointed out one reason why members of both parties in the U.S. are more interested in tightening belts around working people’s already-thin waistlines than they are in taxing Wall Street: Wisconsin Republican Paul Ryan and Colorado Democrat Michael Bennett have both taken $2.4 million in contributions from Wall Street since 2000, for instance.

In Boston, a town crier in colonial dress turned heads in a busy downtown square as he read an indictment of Wall Street’s sins against the country, surrounded by nurses in their Massachusetts Nurses Associations scrubs.

Betsy Prescott, a nurse at St. Elizabeth’s Medical Center in Boston, said the attention-grabbing tactics are an effective part of a larger education strategy. She cited the California nurses’ Queen Meg campaign, which sent a regal actor out to dog ex-Ebay CEO Meg Whitman when she ran for governor last year. The actions reframed Whitman’s run as a coronation she was attempting to purchase with her millions (she lost).

NNU secretary Martha Kuhl, who is locked in a long fight against health care concessions along with fellow nurses at Oakland’s Childrens hospital, said the nationwide actions help answer critics who say, “I’m suffering, why shouldn’t you?”

“Instead, we can say, let’s stand up together,” Kuhl said. “Everybody deserves what’s in our Main Street Contract.”

Prescott said she joined the protest because the woes are too big to ignore: Her hospital is laying off transporters who move patients to and from units, while it’s hiring into its corporate offices. Pleading poverty, Massachusetts is considering limiting elderly patients’ access to hospital beds. And a family friend is foregoing breast cancer medication because she can’t afford it.

“If we expect to be able to do our job, taking care of the sick and sending them home to get better, we have to heal the society,” Ross said.

El CNI estudia estrategias para atacar el 15-M

En las ultimas horas diversos comunicados han llegado a manos de periodistas, editores y jefes de Policía, sugiriendo y detallando las líneas que se han de tomar para controlar y tratar de minimizar la influencia de las acampadas en España y la organización “Democracia real ya”.

La información que nos han mandado algunos policías, consta de planes de ataque, como si de una guerra se tratara, planes para detenciones masivas, preparación de grupos especiales y hasta el uso de ciertas armas de disuasión y dispersión que en España aun no han sido usadas, como las señales acústicas de gran frecuencia, en EEUU ya saben lo efectivas que son.

Lo que respecta a los medios de comunicación, son numerosas recomendaciones para no “alimentar la publicidad ” de este movimiento. hacen referencia al temor que tienen ciertos sectores políticos a perder el control de los “indignados”, control, que parece perdieron hace ya mucho.

Hacen referencia a distintos motivos por los que no se debe de colaborar en sintonía con este “levantamiento”, entre ellos, destacaremos uno, peligro del régimen democrático establecido.

Sobran las palabras.

Y es que la crisis ha tenido algo bueno, tantos parados, la bajada del consumismo desenfrenado, han favorecido que los jóvenes, los veteranos, las familias y todos ellos a la vez se comunicasen. Algo que parece haber pillado por sorpresa a los políticos.

En los últimos meses se ha disparado el consumo e ingesta de conocimientos varios, antes olvidados por culpa del triangulo, produzco-obedezco-consumo, se han aireado asuntos como el Gladio, el caso 11-S, la implicación de la OTAN en el 11-M, el intento de exterminio por parte de Baxter, el monopolio de los banqueros ( hay que leer el libro, el botín de Botin), la revolución de Islandia, se han visto con claridad los intereses de los políticos en Libia, la reducción de población, el envenenamiento con vacunas…etc…

Desde luego que tienen motivos para estar preocupados, y muchos, la oligarquía teme por sus posiciones.

Ahora están maquinando a través de los servicios secretos como frenar, impedir, que esta mágica y fresca organización de ciudadanos fracase, y para ello seguramente, como ya sabemos, usaran la mentira, el engaño, la muerte y las sombras, ciudadanos preparaos para este nuevo ataque, preparaos para vencer.

Parece que el cuerno de Mordor comienza a sonar, los orcos están en camino.

Tres de los grandes ejércitos del mundo han conspirado súbitamente para apoyar a un grupo de gente de las ciudades y pueblos costeños de Libia, conocido, vagamente, como “los rebeldes”. Durante las semanas de reporteo en Benghazi y a lo largo de la caótica y cambiante línea del frente, he pasado gran cantidad de tiempo con estos voluntarios. El núcleo duro de los combatientes han sido los shabab –los jóvenes cuyas protestas encendieron la chispa del levantamiento en febrero. Van de duros de la calle a estudiantes universitarios (muchos de informática, ingeniería o medicina), y se les han unido desempleados alternativos y mecánicos mercaderes y tenderos de mediana edad. Hay un contingente de trabajadores de empresas extranjeras: ingenieros marítimos y de petróleo, supervisores de la construcción, traductores. Hay ex soldados, con sus culatas pintadas de rojo, verde y negro –los colores súbitamente ubicuos de la bandera libia anterior a Kadafi.

Y hay unos pocos barbudos religiosos, más disciplinados que los otros, que parecen decididos a pelear en el peligroso extremo de las líneas de avanzada. Parece improbable, sin embargo, que representen a Al Qaeda. He visto plegarias en el frente de Ras Lanuf, pero la mayoría de los combatientes no asistían. Un combatiente con aspecto de fanático en Brega reconoció que era un jihadi –un veterano de la guerra de Irak–, pero dijo que daba la bienvenida a la intervención norteamericana en Libia, porque Kadafi era un kafir, un infiel.

Fuera de Ajdabiya, un hombre llamado Ibrahim, uno de muchos emigrados que han regresado, dijo: “Los libios han sido siempre musulmanes –buenos musulmanes”. La gente de aquí se considera decente y observante; un poco a la antigua y provinciana, pero no islamista radical. Ibrahim tiene 57 años. Vive en Chichago y dejó su negocio de autopartes y lavado de autos a un amigo para poder venir y luchar. Ha hecho su vida en los Estados Unidos, dijo, pero era su deber como libio ayudar a librarse de Kadafi –“el monstruo”.

El mes pasado, hombres como Ibrahim se lanzaron al combate como si fuera una extensión de las protestas callejeras, incitados por la rebeldía y bravuconería, pero apenas capaces de manejar armas. Para muchos, la lucha consiste mayormente en una actuación –bailar y cantar y disparar al aire—y en correr alrededor de improvisados vehículos de guerra. El ritual prosigue hasta que las bombas de Kadafi los sacan a las disparadas. En los primeros días del contraataque gubernamental, los jóvenes combatientes estaban indignados de que el enemigo les disparara con artillería real. Muchos cientos han muerto.

La realidad del combate ha atemorizado a los rebeldes, pero también ha fortalecido la resolución de aquellos que perdieron amigos o hermanos. Fuera de Ajdabiya, conocí a Muhammad Saleh, un joven mecánico armado tan solo con una bayoneta. Apenas una o dos horas antes, había visto morir a su hermano menor. Pocos días después, me contó que estaba planeando comprar armas en el mercado negro y volver a la batalla con un grupo de diez amigos. Con liderazgo y entrenamiento profesional (posiblemente del extranjero), los rebeldes podrían, eventualmente, volverse algo así como un ejército propiamente dicho. Pero, por ahora, tienen quizás unos mil combatientes entrenados y están en una penosa inferioridad en lo que hace al poder de fuego. La semana pasado, un ex oficial del ejército me dijo: “No hay ejército. Sólo nosotros –unos pocos voluntarios como yo y los shabab”.

Quedan por responder preguntas importantes sobre los líderes de la rebelión: quiénes son, cuáles son sus ideas políticas y que harán si cae Kadafi. En la corte de la castigada costanera de Benghazi, sede de facto de la revolución libia, un grupo de abogados, médicos y otros profesionales se han designado unos a otros en un batiburrillo de “consejos de liderazgo”. Hay un consejo de la ciudad de Benghazi y un Consejo Nacional Provisional, encabezado por un anodino pero aparentemente honesto ex ministro de Justicia, Mustafa Abdel Jalil, quien pasa su tiempo en Bayda, a ciento cincuenta millas de distancia. Otras ciudades tienen consejos propios. Los miembros son intelectuales, ex disidentes y hombres de negocios, muchos de ellos de viejas familias que fueron prominentes antes de que Kadafi llegara al poder. Lo que no son es organizados. Ninguno puede explicar cómo trabaja el consejo de Benghazi con el Consejo Nacional. La semana pasada, otro gobierno en las sombras, el Consejo de Manejo de Crisis, fue anunciado en Benghazi; no está claro cómo su líder, un ex experto en planificación del gobierno llamado Mahmoud Jibril, coordinará sus acciones con Jalil, o si lo ha suplantado.

Se vuelve aún más confuso: hay dos jefes militares que compiten entre sí. Uno es el general Abdel Fateh Younis, quien fue ministro del Interior de Kadafi y comandante de las fuerzas especiales libias hasta que “desertó” hacia el lado rebelde. Youni ha estado ausente públicamente y es visto con desconfianza por los shabab y por muchos miembros de los consejos. El otro jefe, coronel Khalifa Heftir, es un héroe de la guerra libia contra Chad en los 80; más tarde se volvió contra Kadafi y, hasta hace poco, estaba en el exilio en los Estados Unidos. A diferencia de Younis, despierta amplia admiración en Benghazi, pero también se ha mantenido fuera de la vista, evidentemente en un campamento secreto del ejército donde está preparando tropas de élite para la batalla.

Mustafa Gheriani, hombre de negocios y vocero rebelde, reconoció las ineficiencias pobretonas de los consejos revolucionarios, pero me insistió en que no creyera las acusaciones de Kadafi sobre el extremismo. “La gente de aquí mira a Occidente, no a alguna clase de sistema socialista o de cualquier otro extremo –eso es lo que hemos tenido antes”, dijo. “Pero, si se decepcionan de Occidente, pueden convertirse en presa fácil para los extremistas”.

Antes de que las tropas de Kadafi llegaran a Benghazi, hubo gran cantidad de bravuconería revolucionaria; los libios estaban unidos en su odio a Kadafi, decían los rebeldes, y si sus fuerzas intentaban tomar la ciudad se levantarían y lucharían. Pero cuando las primeras columnas de soldados llegaron al borde de la ciudad, muchos miles de benghazíes –incluyendo a algunos miembros del consejo local—huyeron al este. De aquellos que se quedaron a pelear, más de treinta murieron, y el esfuerzo fue salvado por la llegada de los aviones franceses. Desde entonces, la retórica sobre la unidad ha cambiado para incluir comentarios suspicaces sobre los leales a Kadafi, muchos de los cuales han sido rodeados y detenidos, en algunos casos violentamente.

Gheriani intentó asegurarme que el nuevo estado con que sueñan los rebeldes será liderado, no por hordas confundidas o extremistas religiosos, sino por “intelectuales educados en Occidente”, como él. Si se trata sólo de su optimismo –del cual ha habido gran cantidad por aquí en las últimas semanas–, no se sabe. Después de cuarenta y dos años de Muammar Kadafi –su crueldad, su pretensión megalómana de liderazgo en África y en el mundo árabe, sus divagaciones de oráculo–, los libios no saben qué es su país, mucho menos qué será.

Con todo, algunas cosas están claras. En Benghazi, un influyente hombre de negocios llamado Sami Bubtaina expresó un sentimiento compartido: “Queremos democracia. Queremos buenas escuelas, queremos prensa libre y el fin de la corrupción, un sector privado que ayude a construir la nación y un parlamento para librarnos de quien sea, cuando sea que querramos”. Estos son objetivos honorables. Pero esperar que sean alcanzados fácilmente es negar el costo de décadas de locura, de terror y de la erradicación deliberada de una sociedad civil.

Vehículos equipados con lanzacohetes caseros apoyados por tanques T 72 soviéticos capturados y reparados los últimos meses de guerra han avanzado hace unas horas hacia el centro de Tripoli en un movimiento concentrado en el sector septentrional. Al régimen de Gadafi a penas le quedan unas horas.

Anna Hazare's fight for change has inspired millions of Indians The arrest of the anti-corruption campaigner has brought people from all walks of life together to demand an end to the old ways

This fight is led by Anna Hazare, a 74-year-old activist, who is on hunger strike until parliament considers the bill that would establish a Lokpal – ombudsman – with the power to investigate and punish corrupt politicians and civil servants.

Hazare had fasted in April and forced the government to agree to include his team in drafting the bill. His non-violent yet aggressive, Gandhi-like method of protest, together with his anti-corruption cause, struck a chord with Indians. Thousands of non-government organisations fight for social causes every day in India, but none has ever achieved this kind of support. From rickshaw drivers to software engineers, from businessmen to spiritual leaders, people from all walks of life back Anna. So do I.

This level of support is unusual here. The usual Indian response is phrases all of India's young are used to hearing from the older generation: "Nothing will ever change in this country", "nobody can touch the powerful", and "the common man is meant to suffer".

Cynics thrive in India, and they have ample evidence to support their attitude. After all, things have not changed much over the past five decades – governance is as incompetent and corrupt as ever, and the guilty are almost never punished.

Archaic laws, designed for autocratic, colonial rulers with no accountability (yes, blame the British for everything) have been retained and abused to the hilt by the current politicians. Power talks; truth and justice are often crushed. We remain a poor country, despite having world-class talent and ample natural resources.

And yet, something is different about India's class of 2011. Despite all the Uncle Cynics, people from all walks of life came forward to fight for the bill. From their parents' generation that said "nothing will ever change", they came forward to say: "I am the change."

I had spotted this desire and aggression in the young during my travels as a speaker in 50 Indian cities over the past two years. I could sense a disconnection between the aspirations of the young and the leaders. I never imagined a 74-year-old could tap into it so well.

Yet, even though the government agreed to engage with Anna in April, it backtracked and insulted, ignored and snubbed his team during the drafting of the new legislation.

The government made a lame, impotent bill of its own which covered only 0.5% of the government's officers, and disincentivised whistleblowers. The government hoped that with half of India illiterate, and most of the other half ignorant, nobody would know the difference.

Disillusioned, Anna threatened to start another fast on 16 August. The government played shady games, like not giving him a venue or not letting him set up a tent in the rainy weather. Support grew as people witnessed the government's hubris on television.

In a serious lapse of judgment, the government arrested Anna from his home on the morning of 16 August. News spread, and the nation exploded on to the streets. By evening, the government wanted to release him. In a masterstroke, Anna refused to come out of jail, and continued his fast there. The country is in a frenzy, and the government is in a fix.

The ruling class, most from three generations ago, are bewildered. They don't understand movements going viral, with social networks acting as catalysts. Seasoned politicians they may be, but they cannot fathom why students from the premier Indian institutes of technology and farmers from rural villages are backing this activist, who seems to have come from nowhere.

What's worse, the government cannot figure a way out. If it passes an anti-corruption law, many of its own lawmakers may end up in jail. If it does not, people will keep flooding on to the streets. The best outcome would be for the government to eat humble pie and bring Anna back to a real, equal negotiating table. Whether it will or not remains to be seen.

What has happened? How has a sleepy, defeatist India suddenly been galvanised into action? Why do our people, used to a feudal-colonial setup for centuries, suddenly want their politicians to be accountable, rather than treat them like kings? It is difficult to answer these questions at the moment, as we are still in the middle of the movement. However, a few things are clear: India seems to have suddenly woken up to an intense craving for the good and the honest.

With Anna's repeated success at shaking the government, it has also become cool to be righteous. The young generation, brought up to believe that power is everything, now sees a role model in Hazare, who is taking the mickey out of India's most powerful by goodness and virtue alone.

This mass infusion of morality in young Indians will be the biggest contribution of this movement, beyond the actual law. Truth has trounced power, and that does not happen very often in India.

On a flight from Delhi to Mumbai on 16 August, I teased a policeman at the airport security check. I asked him why the police arrested Anna in the morning. He kept a studied, official silence as he frisked me and stamped my boarding pass. As I left the checkpoint, he whispered in my ear: "Sir, my seniors may be with the government, but I am with Anna."

BEIJING (AP) — Authorities in a northeastern Chinese port city ordered a petrochemical plant be shut down after more than 12,000 people demonstrated Sunday over pollution concerns, state media said.

Officials also pledged to relocate the Fujia chemical plant from Dalian city, the Xinhua News Agency said.

Earlier Sunday, scuffles broke out between riot police and more than 12,000 protesters who were demanding that the plant, which produces the chemical paraxylene, be moved after a tropical storm raised fears of a toxic spill, Xinhua said. No injuries were reported in the confrontations.

Calls to relocate the plant grew after waves from Tropical Storm Muifa broke a dike guarding it last week and raised fears that flood waters could release toxic chemicals. Xinhua said no chemical leaks had been reported.

Paraxylene is widely used in the production of polyester. Short-term exposure can cause eye, nose or throat irritation in humans, and chronic exposure can affect the central nervous system and cause death.

Despite the apparent success of the protest, censors quickly began deleting references to it on social networking sites — a usual practice to prevent demonstrations from spreading.

A video posted on the microblogging site Weibo showed the city's top official, Tang Jun, standing on a police van trying to appease the crowd. Xinhua said Tang and Mayor Li Wancai promised to move the plant out of the city, but some protesters refused to budge until a timetable was given.

Xinhua reported that the municipal committee of the Communist Party and the government ordered an immediate shutdown.

In 2007, plans for another paraxylene plant in the city of Xiamen in southeastern China provoked protests from residents worried about health hazards. In 2009, the Environment Ministry said it would be built instead in a less populated area of another southeastern city, Zhangzhou.

On Friday, the Zhangzhou government said that a paraxylene plant is expected to be completed there by the end of this year and will start operating early next year.

While originally I was advocating for action within communities, I think our efforts are best spent with one goal in mind. Because there have already been seeds planted in the Bay Area, and San Francisco’s financial district is one of the most important in the country, I say let’s focus on organizing there. If you absolutely can’t make it to San Francisco, please still continue to rally locally, but if you can, let’s get serious.

ANONYMOUS CELEBRA LOS 103 AÑOS DEL FBI PUBLICANDO 500 MB DE SU INFORMACIÓN CONFIDENCIAL

Esta semana, el FBI cumplió 103 años de existencia y el grupo de "hacktivistas" Anonymous irrumpió en el sistema de ManTech, su contratista de seguridad cibernética, buscando "irónicamente" celebrar el evento.

Después de varias advertencias por la red informando que esperarían a este viernes para hacer un anuncio, Anonymous finalmente liberó material que prueba que se introdujeron en el sistema de la compañía, que el FBI contrató para proveerle de servicios de seguridad y ayudar a proteger sus documentos e infraestructura de comunicación.

"También, mañana: Esperen algo muy bueno. Parece que el FBI pidió una bofetada en la cara. Bueno, podemos dársela. #FFF (Este jueves ¿A quién le importa?)," publicó la organización en su cuenta de Twitter antes de haber pospuesto la liberación de datos a este viernes.

Anonymous publicó un archivo llamado "Statement of work" que data del 18 de febrero del 2010 en el que ManTech dirige una carta a la Agencia de Servicios de Sistemas de Información y Comunicación de la Organización del Tratado Atlántico Norte (OTAN).

Hace tan sólo unos días, ManTech dio a conocer su reporte de ganancias referente al segundo cuarto del año en las que se observan ingresos por 752 millones de dólares. Doscientos de estos provenientes del acuerdo firmado por el FBI con el que contrararon sus servicios.

"Así que, ManTech, tenemos esta pregunta: Recibes más de 200 millones de dólares provenientes de los impuestos de los contribuyentes para proteger al FBI de nosotros. ¿Y ahora?" preguntó en su cuenta de Twitter.

Anonymous prometió liberar 500 Mb en información del FBI proveniente de ManTech hoy. De acuerdo con un mensaje publicado al primer minuto de este viernes, será al terminar el día cuando den a conocer los datos.

Como prueba de los datos, Anonymous publicó una imagen en la que se pueden observar diferentes archivos de texto, imágenes y presentaciones que presumiblemente pertenecen al FBI, ManTech y la OTAN.

Evidentemente todos estos jóvenes cuando piden viviendas de protección oficial se refieren a los nuevos planes urbanísticos que buscan crecer hacia arriba, ya que la altura media de las viviendas en Israel es muy baja. Quieren quedarse en las ciudades porque es donde se ganan la vida, no en nuevas colonias o asentamientos, la mayoría de los cuales por cierto ocupados por familias ultraortodoxas sionistas. El hecho que ellos se declaren como movimiento Laico y ataquen al primer ministro ultraconservador, hayan movimientos Israeilis en contra de la ocupación acampados también yo creo que de momento es para otorgarles nuestra confianza. Lo que está claro es que con posiciones obtusas y cerradas de entrada,y poco flexibles poco se va avanzar..
